This game is a Vram hog and if you put those settings too high that are Vram intensive then it will cause textures to load slowly. Check one of my videos for stutter reduction in Hogwarts legacy and that has one engine modified setting that can increase or decrease the speed of texture loading..
Its Nvidia Reflex low latency option. I had a really old CPU so I set that at ON + BOOST mode. If you have comparatively even CPU and GPU and none of them is really old than the other one then you can set that to ON option. This setting will only be available for Nvidia Graphic cards. If you have an AMD graphic card then you need to visit your graphic card control panel and select Hogwarts Legacy in that game list and then set Radeon Anti Lag to ON. Happy gaming!
These settings work really well on my RTX 3070.
That's because I use a 3070 ti as an experimental card for these settings 😀
