According to the MLP Wiki: mlp.wikia.com/wiki/Stellar_Eclipse , he's the OC of a real person with Spinal Muscular Atrophy type III. He is able to move his wings the same way Scootaloo does. It's possible he is technically able to fly, however I would think he wouldn't be able to fly well. Whenever ponies fly, they extend their legs in front of and behind them to improve their aerodynamic profile. If he has zero control over his legs, not only would he be unable to extend his legs, but he wouldn't even be able to control them as he flies, and they'd be throwing off his control as he flew, sending him every which way. So my answer would be: Yes, he can fly, his legs just make it highly impractical and difficult.
And for what it's worth, Bulk Biceps doesn't seem to be able to fly all that well. So it could be that tiny wings are a handicap, simply one that's treatable to some extent.
My theory is it has nothing to do with her wing size and one of her parents was an earthpony, and genetic mutations happened so she got earthpony genes too and therefore the body shape was wrong and too heavy, making her unable to fly. EDIT: Thank you, season nine! :D
Hmm I don't know. The fillies all have the same body shape. It's hard to determine whether or not she has anything physically that's significantly different.

Also, when the pegeasie lose their ability to fly there eyes are a more grey version of there original eye color, a,scootaloo has a very grey purple eye color most likely due to her lack of magic

Not outright. There is a line where Scootaloo says "what if my wings never grow? What if I never fly?". That's the closest they get to inferring that her wings are too small, but it could also refer to the fact that her wings still need to grow to be the same size as Rainbow's, giving her the hope that when they grow to full size, she'll have an easier time flying.
To my knowledge, they haven't. I looked frame by frame in the episode with CMC songs and didn't see anything. I remember the guy saying that was the only one the fandom hadn't found, and even he has trouble finding it, so I'm not surprised. Next step would be going frame by frame through the whole season, lol.

I know this is a bit late, but I just saw your video. You mentioned Bulk a few times, but you didn't mention his wing size directly. If Bulk can fly with his tiny little wings, then that backs up your theory about magical flight being a big part of a pegasus being able to fly. Also, about Fluttershy, I think she has the ability to fly really well but it's mostly mental with her. When Discord first appeared, and they were chasing after Rainbow she flew really fast after being told Discord will win.
I cover this kind of thing a bit more thoroughly in my Revisited episode. I think Fluttershy's ability to catch up to Rainbow in the Return Of Harmony was equal parts motivation, adrenaline, and Rainbow clinging to that cloud as she flew, lol. Her lack of confidence definitely does factor into her ability to fly, which is why she's able to pull off really interesting maneuvers in a pinch. When she's not really thinking about it.
Zicora uses her magic to combine and enhance organic material. In the MLP universe, there is no physical substance that, by ingesting or applied on skin, that would make a pegasus fly.

Anyway, hear are my thoughts: It just doesn't seem fair... they both have the same sized wings. Bulk Biceps can fly IN A TORNADO! Scootlaloo can barely hover. A few FIM fans have pointed this out. And it appears to be a glaring error on the part of the show's staff. However, I have two answers to this quandary: First: Scootaloo lacks enough magic to fly. For the most part, the My Little Pony universe follows the same laws of physics that we have. With this in mind, NONE of the pegasi could fly; even if their bones were hollow (like birds), their wings are not large enough to enable them to fly. Which means that pegasi must use their magic to help them fly. Second: Bulk Biceps does not use his wings like our feather friends. Rather, he uses the method THAT INSECTS USE. It appears that Scootaloo is not a late bloomer, and her wings do stay small. However, Bulk Biceps could teach her how to fly. [Technical jargon ahead] An insect’s wing works by encouraging air to flow over it in such a way that when the air leaves the rear edge of the wing it moves downwards. The resultant eddy produces an upwards thrust on the wing. Unfortunately, it takes time to make a good eddy, and the wing has to move a distance a few times its length to get things started. I get the angle you're thinking from, and I think it's really interesting to consider. On the other hand, there is also the thought that disabilities do still exist in MLP. Think of the character in a wheel harness at the Rainbow Falls Exchange. It's pretty easy to assume he's able to live a fulfilling life even without the use of his hind legs. People have also pointed out that Derpy essentially has a disability, but she's also able to function fairly well. That being said, those are both background characters. Having a character who's part of the main cast who has a disability is important representation. Something Faust did her best to keep in mind when creating the show. That's why when the studio insisted on having a fashion-obsessed character, she further insisted that character have her own successful business. Scootaloo coming to terms with not being able to fly is more important than her learning to fly, in my opinion, as it shows that even if she's not like other Pegasi, she's no less important to those around her. Regardless of why she can't fly.

I do realize that episodes in the final season disprove a few things in this, however I found nothing in the prior seasons that definitively proved anything.
My Theory that could possibly be true that great flyers have a flying related cutie marks like rainbow dashes cutie mark. but if she got her cutie mark she possibly could hover with alittle less effort but not enough to fly. and this girls theory is correct too as she said when tirek drained their flying abilities by draining their magic of their cutie marks

Not necessarily. They said Unicorn magic would disappear, but never said anything about Pegasus or Earth ponies. Aside from that, the magic didn't completely disappear from Equestria before Cozy Glow's plan was stopped. So we don't actually know whether Pegasi would have lost their ability to fly, or if they'd retain that last tiny kernel of magic.

Remember, he had to take Unicorn magic first in vast quantities before he could take Pegasus or even Earth Pony magic. This means their magic is likely much more ingrained in their being, and thus hard to turn off or remove. Remember, Cozy Glow was still flying easily before the Student Six stopped her plan.

What I’m talking about is earth ponies purely with earth pony genes who somehow threw a mutation had a Pegasus this makes sense since as a earth pony she wouldn’t be ment to fly so she wouldn’t have the nessisary magic but some how she got mutated / deformed in the womb which made her be born a Pegasus
