Soorakh Moosh as you correctly mentioned literally means mouse hole (mouse house) and it is referring to when a mouse is scared and want to get away he hides in a hole (which is small and dark). The Islamic government authorities will have to hide from angry people whom they have supressed for many years

When someone say to somebody to go and buy a Mouse Hole (Soorakh Moosh Bekhar), it literally means do whatever you can to get away from being retaliated while it genuinely means the person who says that believes there is no way for them whatsoever. "Soorakh Moosh Bekhar" is an IDIOM in farsi which rarely used in the street language and comes with some feeling of intimidation to those people ( in this case Regime of Mullah's security forces)
