How To Shoot LONG EXPOSURE in DAYLIGHT

I'm just new to 📸 and have been really enjoying it. I started because I fly paramotors and wanted to be able to start sharing and documentin memories. Now I really want to learn long expose shots so I can do the SpaceX rocket launch since I live in florida. I was wondering how I could do long expose during the day. There was a silky smooth water shot episode at night already, but i SHOULD do a daytime one with the ND filter too
