Consoles use a lot of optimisation to play games whereas PC uses brute force. The reason we never faced this problem of min specs of PCs during PS4 launch bcoz the AMD jaguar cores in the PS4 were extremely slow in comparison to Intel 2nd gen quad cores on PC. This is the 1st time consoles are not launching with outdated specs and it's a huge thing. 1) RAM: Windows tricks us into thinking we are using less ram (because of extreme backlash it received with the Vista launch). It shows the In-Ram usage without the cache (approx for every 2gb In-use ram it stores 1gb of cache). So when you mentioned 15gb ram usage, it needs way more than 16gb. The PS4 has 8gb ram and those games on pc use around 16gb ram. So now with the PS5 of 16gb we will need 32gb ram. 2) SSD: the custom PCIe gen4 SSD in the PS5 is as fast as DDR2 RAM. Earlier as HDDs were we would need to load the entire in the map in the ram if we need to explore the area in-game. But now game assets can be directly streamed from the SSD(because it's as fast as RAM) which means any HDD or Sata SSD will see lag spikes. There are 2 ways to solve this issue a) Use a PCIe gen 4 SSD (I think gen 3 would be enough too but I'm not sure because we need to see how Developers Code the games). b) Use 64Gb Ram: If you load a majority portion of the game in RAM it won't need to use the storage device. As the storage device is easily upgradeable do not buy more than a Sata SSD because after 2 years the price of a PCIe gen 4 SSD should be around the price of a Sata SSD right now. 3) CPU: During the X-box architecture announcement they mentioned that the 8 zen2 cores in the X-box are equivalent to 13 zen2 cores on PC. But as future gen of cpus arrive the 3900x will cost as much as a 3600 right now. Buy the 3600 right now and after 2 years when games need more cores you can upgrade to a 4700x or 3900x depending on price (invest in a decent B550 motherboard). Hope this helps :)
