    For those of you don't know ALL the story. The federal judge who awarded the 20.5 million dollar settlement to Liddy, Harper, and Ortiz, was close to declaring the LAPD violated the federal RICO Act. Think about this for a moment. Had that judge declared LAPD a criminal organization, the government would have revoked LAPD's license to operate as a police agency AND tripled the monetary amount the ofcrs received to $60 million!

    As proof that LAPD was corrupt, now I am living in a Country that I never new existed and worst of all that it is not the country I was born in. I was indeed a young man full of mischief, however I still remember the misconduct the CRASH UNIT and many other cops had with the youth in that area and that was not only Ray but most of the cops. I remember events like getting picked up and dropped off in a wrong neighborhood, also the time I was beet up and then left on the sidewalk and many more events. As that was happening to me there are testimonies of other like myself with the same type of incidents so no Ray was not present in all cases so this cop just like many others are lying

    It’s a horrible thing to be falsely accused. To have people lie under oath, and file false reports. Give false testimony in front of your friends, family, employer, and the community in general. To be relentlessly pursued when you know you did nothing wrong. Sadly this is done by cops dozens of times a day in America. Peoples lives and reputations destroyed beyond repair. And they suffer with a lot more than heartburn. At least here’s three cops that know what it’s like when the script is flipped.

    I briefly supervised Brian Liddy and Paul Harper before they went to the CRASH unit. They were very hard working, still looking for criminals near quitting time, while everyone else seemed to be submarining to get off on time. Liddy was also a very thorough note-taker, while on scenes of incidents. His reports were top notch. Paul was a very quiet and professional. I knew little about Ortiz, despite being a fellow sergeant in Rampart. I hope they all eventually recover from this experience. As far as only Perez and his partner (Durden) being the only dirty Rampart CRASH officers, I'm a bit skeptical. When I entered a locker or other room where Rampart CRASH officers were present, they'd stop talking. I left a month before Perez & Durden shot Ovando. I was shocked to see Durden get into CRASH after only a month in Rampart. There were officers who'd worked there for years, who could not get into the unit. That told me, way too late, that something was foul. I returned to Rampart in 2002. We worked hard to restore morale and reward to good cops who did nothing wrong, but had to wear the stain of Perez & Durden.

      Because he can never be a police officer again. Liddy was both a MASTER patrol officer AND a MASTER investigator. His entire life has been devoted to being the best cop ever. That can never be returned no matter how much $$$ the settlement.

      That's right! Check out LEE CAMP and watch his videos... Complaint forms should be easy to get and SAFE to ask for in ALL police departments...Filming should ALWAYS be allowed... Only one camera showing only one perspective means you need MORE CAMERAS not less... Unless u have something to HIDE...

    This is saying the prosecutors and leadership are bad. The same leadership that shaped the policy under which they worked. The same prosecutors that pursued cases against people they arrested, with the evidence and statements they provided. All bad but ok to prosecute, the regular people; the regular people have no chance.
    They are saying, only these 2 cops were bad; everyone else was good. But until the scandal hit, those 2 were not prosecuted or ejected from the ranks of law enforcement. They boiled Perez's career down but he had to have had "success" and commendations and awards to gain reputation and promotions. How else did he get into a position to do these crimes? Stealing evidence and selling that stolen dope, fabricating evidence to secure conviction, and alleged murders.
    By his own admission; Perez made good arrest, spoke spanish, was easy going so they put him in position to commit those crimes. And, cops were not able to detect or observe his criminal activity. And the LAPD is now, even worse, because they are throwing cops under the bus and on top of that; cameras are bad.

      When Rafael Perez first took the plea deal and named corrupt cops he actually spoke highly of Brian Liddy but then the next month changed his mind. Perez wasn't a reliable source and even an informant in prison mentioned how Perez would brag that any cop he didn't like he would accuse of wrongdoing.

      It’s still unbelievable that William Parker was able to turn the LAPD into a quasi military unit back in the 60’s that had complete autonomy and answered to no one but Parker himself. Even more ridiculous that this reform remained in place until this nonsense took place.

    In the first place, there is always a presumption of innocence. If there's no proof of any wrongdoing. It's prosecutorial misconduct to have indicted these officers. It's important to recognize the fact Perez's testimony should have been impeached due to acts of moral turpitude. It's not surprising given all the know-it-all in the community who cry when they believe their rights are violated wouldn't stand-up for these officers. So, hypocritical and if anyone should have been accountable. It should have been Chief Parks and DA Garcetti.

I've seen...in late 90s cop-drama HIGH INCIDENT , Officer Ray Heckler, played by Gary Besaraba, his back story is that he has come to El Camino under a cloud from "The Heights" scandal...this is thought to be reference to Rampart..

    Rafael pulled me and another friend over, hand cuffed us and threw us in the back of his squad car. This was in 1996 on Temple St and Benton Way. After striking both of us in a head multiple times, they then drove us to an 18th street (enemy) neighborhood where they took us out of the car, put us on our knees, struck us a couple more times in the back of the head. We now laid there on our stomachs. They uncuffed us, they then jumped back in their squad car and yelled out on their microphone loudspeaker letting the neighborhood know who we were and where we were from and quickly drove off. The 18th Streeter's came out like roaches and were quickly upon us. Both my friend and I were stabbed multiple times and were basically left for dead. I thank God that I am here today, changed my life many years ago, I now oversee all operations across the America's for an Aerospace and Defense company. Hope I get to see you one of these days Mr. Perez, so that I can show you the 11 scars that I have from those stab wounds and also let you know how successful I have become.

      Its awful what that loser put you through, I too have been targeted by officers and suffered as well, only not nearly as badly as you. But there is this entity called KARMA and Perez feels it daily as he rots in his cell and you enjoy not only freedom but also a measure of prosperity.     No wonder why former Officer Christopher Dorner went crazy, Brian Liddy said it in this video 25:05, the LAPD throws its officers under the bus probably more now than before because of public opinion and scrutiny. Even though Liddy won that settlement, he had a decorated career that he seemed proud of doing and continuing, but it was messed up by a now ex-cop- limo driver and Liddy's still suffering based on his physical appearance.

    Same shit happened to 9 officers, 2010, Fort Worth Police Department, Fort Worth Tx.
    Google it. The DA used the bullshit investigators who lied and 9 officers were charged.
    Four years later, DA dismissed all charges. The DA actually said, "In the name of Justice, I am dismissing all charges".
    That sorry ass Chief Hallstead was a temporary fill in, tried to throw officers under the bus. The DA had words for that Chief.
    I am one of those former officers. There is too much corruption with in these Police Departments...

      Yes, Alonzo's character isn't based off of Raphael Perez because the movie isn't based off of a true story, But he resembles him, and is a lot like him on purpose because they movie is based off of the same idea of police corruption and events that have happened in the Rampart Scandal.

    👮‍♂️👨‍⚖️ ~ I wonder if these cops care when informants from the streets falsely target innocent people that are civilians. Or how often do the cops support civilians when they think the DA is going after them for political reasons? And usually when someone is falsely arrested and prosecuted they don’t get any financial settlement. A lot of people think they do, but they don’t. You have to prove there’s malice or sum super super incompetent investigation. Because even the Supreme Court has said you can’t see the police just for doing an incompetent investigation. Obviously estate can decide to make a law that says that, but not under current laws at least as it was 10 years ago.
    So I don’t know what to believe about these cops. I don’t know if they were dirty or not. But a lot of these cops walked away with their pension and/or then they got a financial settlement
    And as far as cops being thrown under the bus, I agree with that. But I also agree that cops have not been held accountable for far too long. The police unions have been nothing more than powerful and sleazy defense attorneys. These sleazy police unions have done everything to back virtually every single cop without much care about the community whatsoever. And people are tired of it. Trust and hate has grown. And as far as me, I’ve never had a bad interaction with a cop. But that doesn’t mean I can’t see that it happens and I can’t see that accountability is severely lacking in so many places throughout this country. It’s not fair to current officers, but you have to remember that you often reap what you sow.

    But I dont agree with the statement that wasnt many other officers involved but those involved are cover themselves and that is why it is possible that those involved wanted to blame good and innocent cops and in this case but also in many other cases so their word is really lying under oat!!!

      You know that for a fact? When Rafael Perez first took the plea deal and named corrupt cops he actually spoke highly of Brian Liddy but then the next month changed his mind. Perez wasn't a reliable source and even an informant in prison mentioned how Perez would brag that any cop he didn't like he would accuse of wrongdoing.

    Man DA's make some questionable calls when it comes to refusing to prosecute officers for even neglegence while civis would be looking at murder charges. I know it's not an easy job, and you also get what you paid for, and being an officer generally doesn't pay well so we get stuck with people who don't always have the community as their main priority. Or sometimes we get the opposite who want to help the community more than anything but the become over zealous in their approaches.
    These officers were good to stand up to the corruption, it's too bad their brothers were all too willing to let them take the fall if it meant not rocking the boat.

    Ray Perez and his partner were two cops that were related to many crimes but what about Kevin Gaines how can you explain that how about Perez's first partner how do you explain that Mr Liddy....

      Gaines had ties to Death Row Records and the Bloods, and dated Suge Knight's ex-wife. He was shot and killed on March 18, 1997 by undercover LAPD detective Frank Lyga, who was determined to be acting in self-defense.
      The investigation into Gaines's behavior also provided the first clues to the widespread police corruption of the Rampart scandal.
      Evidence of Gaines's corrupt behavior first surfaced in the summer of 1996. Police responded to a 911 call reporting a shooting at a Hollywood Hills mansion. Gaines, off duty, showed up at the scene and is alleged to have initiated an altercation with the responding officers. The officers handcuffed Gaines when he became verbally abusive and provocative. According to police records, Gaines shouted profanities and stated, "I hate fucking cops"
      Gaines claimed he was mistreated by the police and hired an attorney to file a claim against the city. However, when LAPD Internal Affairs investigated the incident, they discovered the 911 call had actually been made by Gaines himself. Investigating officer Russell Poole, who later became deeply involved in investigating the Rampart Scandal, claimed that "the evidence suggests that he did that to engage LAPD in a confrontation and basically wanted to secure a pension or whatever by filing a lawsuit."

And when the shit hit the fan, he scapegoated the 3 cops we produced the story on.     Not sure how anyone else feels about it but, in my opinion, Denzel Washington would be perfect for the role of former Officer Rafael Perez. Denzel already starred in a police movie though/training day. Maybe he wouldn't take the role out of fear from being stereotype cast a dirty cop. Although, he's played the role of good police officers as well.
