There is an item called Anboo Jeans for Luigi thats a rare drop from the Anboo (obviously) That lets Luigi always move first even in the Cackletta fight. Saved me hours of struggling
I normally just boost Mario's speed, even underleveled I out sped. You want as much defense on them as possible for when a body part gets boosted. Especially in pro mode (custom made) you need the defense, yeah Luigi is faster with anboo jeans but in pro mode you are taking a crap ton of damage. Base game it can be usefull

So, Cackletta's Soul has a chance to buff herself as long as her head is alive. That fire attack in particular is fairly strong, so the damage buff on top of that is utterly ridiculous. The fight isn't fair. I love it.
I remember that final boss fight. I could never beat it until I went and grinding for beans to make that random stat coffee to max out all my stats. After that the final boss was a cake walk once you finish the quick time event at the start of the last phase.
