Nope. The only person Kuroiwa took the eyes out of was Shintani, solely for the purpose of making it seem like he was connected to the previous murders of the Kyorei Clan killings. The others had their eyes removed by Shono and his gang during the AD-9 human experimentation.
Yes, Kuroiwa wasnt the one who was taking out all the victims eyes, the only single time he did it was just him imitating the murders and give Yagami a warning. Shono was the one taking out all the victim's eyes. Kuroiwa never really knew WHY the victims always have their eyes removed until he saw what happened to Shono's eyes when Shono injected himself with AD-9

I fucking love how RGG builds up final bosses that are incredibly obvious, you can tell who's the endgame like 4 chapters before but it's done so well
