Obvious answer is the 4080 since the 2 are not comparable. A more accurate comparison would be the 7900 XTX vs 4080 as they are the closest in price. And then it depends on what you want out of a GPU, if you are more on a budget, even though you're buying high end parts, then go with the 7900 XTX, but if you want DLSS3 go with the 4080. As for CPU, I'd suggest the 7800x3D.
Ofc its still enough wtf, even my old 10900k is enough to push a 4070ti in 1440p, a 12600k has no issues what so ever in running any gpu out there in 1440p-4k, its a 10c16t cpu so its pretty decent in workloads too.

5800X3D is good if you're already on the AM4 platform. Otherwise, if you want to go Ryzen, I'd suggest going to AM5, although this might be expensive.
Unless the 1660 is very cheap where you are, you might wanna look for a 5700xt. They're going for very cheap used and a stronger card

On GPU bound games, the RX 6900 XT will be superior, which probably reflects your results. We are using an RTX 3080 in this case 👍
