I think you may be misunderstanding something that he also does not understand. This is a scheme to steal land from white people by a certain clan of people who hate those white people. Imminent Domain should always be a last resort in ANY situation. This situation smells very bad, appears like the wealthy are being greedy and looking to enrich themselves further by taking from these landowners. Another strategy that could be taken on is to stipulate the conditions under which the land remains in the current owner's hands, e.g., it is designated as a conservation and can only allow certain types of farming, e.g., regenerative grazing, endemic plants/crops, habitat creation, minimal lead free hunting, etc. If the argument for taking the land for mitigation is pulled out from under the government's feet, there is very little real argument for eminent domain, i.e., there is no cause for eminent domain if you are willing to do what the government was claiming they would do anyways. And then you start adding the repurchase clauses I mentioned in another comment as poison pills.
