Yes that should be in case of static relay to eliminate phase shift and to match the current fed to the relay in both side of transformer is equal and interposing current transformers are used for that purpose. But in case of numerical no such ICTs are required. Relay will do all that phase shift and matching factor.

Normally current flow source(LV side of transformer)to load
Actually star side of transformer ct should be in the form of Delta and other side of transformer ct should be star connection.
