"I was raised in home where my parents talked a lot" for Neuberger to know how important this is for your development is really great. I agree.
I myself was fortunate to have a brilliant conversational mother for the first years of my life until abuse from my father broke her down made her noncommunicative to then become an abuser herself. But, those first years of very unique challenging mental stimulation do play a huge role when you have only been on the planet for 3 to 4 decades so far. My mother was extremely intelligent & had a varied world view with some challenging ideas & I am sure this was even more pronounced for Neuberger.
What plans are there to upload, publish, all and everything, uncensored, unredacted, minimally encrypted, in the online domain, internet. Including, personnel names, identities, biographies, meetings, discussions, files, video broadcasts, etc., etc.

But not all. They are surveiling and attacking, "targeting" social justice and environmental activists, writers, journalists and anyone else they chose.

The number one issue remains "attribution". Always, but always, in history you at least knew who the enemy was. Why speak of a cop's weapons if that cop can't distinguish between criminal and citizen? In WIRED we see how hard it was for Matonis and Soukenov to find out that the Russians were behind the Olympic attack---took weeks. How can you avoid attacking first in nation-state cyber war, especially under AI-driven analysis of meta databases? What good is pinning down the enemy 40 seconds into battle...do you know how many systems have had their transistors fried in those 40 seconds? Attribution is the issue.

It would be extremely unlikely that any country would do this, it would make more sense to just bomb a city with the nuke rather than explode it in the atmospher to cause an EMP.
