Africa has serious issues with corruption, unproductive gov that make decision making almost impossible. Then the skill shortages in delivering such projects.
yep Sahara solar and wind plans to power Europe have been put forward many times, gets to a feasibility stage and corruption or foreign interests/ geopolitics stop everything once again, OECD dig them out of the hole first then moves to cooperation
