The key to such implementation needs firm steer from Legal Counsel as to which martech technologies as Functional, Performance, Analytics, etc. This is a prerequisite. Vagueries can occur, examples include the view that GA is permitted (functional) but adding Custom Dimensions is performance, making for a tricky build. Definitely document what is agreed!

Sorry if I missed this- how does this no-cookie-identifiers approach for opted-out users handle the fact IP address (what Adobe uses as a fallback) is also considered PII? Is it as simple as using the "Replace the last octet of IP addresses with 0" report suite setting, and does that affect the solution you discussed at all?
I think visitor id (through fallback) happens before Adobe strips off the last octet or completely obfuscate the IP. Here are the settings we had for our client - www.screencast.com/t/jqcuZjns
