This would put it closer to the 1st SFOD-D. The KSM is a unit within the Deutsche Marine and undertakes maritime operations, which would mean that its counterpart is the NSWDG. The GSG-9 is a police tactical unit within the Federal Police (the Bundespolizei is fundamentally different from the FBI. A more accurate counterpart would be the BND or Bundesnachrichtendienst) and while it does engage in counter-terrorism, it's not the HRT. The German HRT would be the TPT of the KSA (Kommando Strategische Aufklärung). There's the SEK too, a "SWAT" unit so-to-speak, of the Landespolizei. It's more similar to the British CT-SFO units (not to be confused with SCO-19).

The KSK is the equivalent of the United States CAG-Delta. GSG9 would be their equivalent to the FBI HRT.
