Don’t really think so. In OG MW2 Shepherd was a war hero and the authority didn’t know what he did; 141 members were already most wanted before they killed Shepherd. In MWIII, Shepherd is not a hero but an outlaw who illegally sent missiles and other weapons to overseas. Price got into his office via Laswell’s help and that’s different from a radio contact with OG Makarov: the authority allowed the murder which did them a favor by shutting his mouth forever.

Fun fact: in the Oligarch mission. There is a small sailboat at sea near the port where the giant mansion is. That area there triggers two dialogues one mentioning the Yacht out of bounds, and the other happens when you mantle on said lonely sailboat that has drifted away from the port which is basically just Laswell and Ghost scolding you for getting distracted.
I remember playing mw2 campaign 2022 at the last mission of killing hasan and when soap and price start walking in the stairs I accidentally throw a flash bang and price saids “how the hell does a muppet like u passed class selection” LOL
The game ain't bad, but the storytelling isn't good. But I'm not judging too hard because my expectations weren't that much and with people saying that MW3 is just a DLC for MW2, yeah I can see that mostly as to why the campaign was short and the story wasn't that good. I don't outright hate it, but there could've been some opportunities there.
ppl only think its bad bc soap died and "No Russian" was nerfed, but the reason they had to kill of soap was because the voice actor quit and for not Russian, they would et lots of hate from political party's bc of the ongoing school shootings and mass murders happening in public places.

mw3 is the best cod game ever released in my opinion. They have put a lot of effort into the game and it really shows. The campaigns ending was so good, the fact that captain price finally manages to kill makarov is a cherry in top of an amazing game. The multiplayer was also good and was fun seeing people rage a lot. 10/10
