One dial sets the thermostat temperature. The other selects between 600, 900 & 1500 Watts and OFF. Basically, start with the highest settings for both. When the room reaches the desired temperature, slowly lower the thermostat until it turns off. You should hear a "click". That's how to set the temperature. Now, decrease the power from 1500 to 900. If it can't maintain temperature after several hours, then increase it back to 1500. If it can, then decrease it to 600. If it can't maintain temperature after several hours, then increase it back to 900. If it can, then leave it. That way it doesn't cycle on and off more than necessary. Cycling too much isn't good for the components. It's better to maintain a nice, even temperature on the lowest power necessary.

The maximum setting is 1500 Watts. If it's running non-stop on the highest setting then it will use (1500watts x 24 hrs) or 36 kilowatt-hours per day. The national average electricity rate is 23 cents per kilowatt-hour. So this would be $8.28 per day or ~$250 per month. Of course, this is the maximum. It probably won't be running non-stop on the highest power setting. It depends on how cold it is outside, how warm you want it inside and the size of the room. Regardless, oil-filled heaters are generally the most efficient electric heaters. Other options such as natural gas and heat pumps have higher upfront costs. But they pay for themselves over time because they cost less to run.
