This helped for me: Steam > Settings > Storage. Browse your drives and if you happen to have your external hard drive listed in there (not NTFS supported) - click 'remove library'.

Why does steam automatically put its files in C:/program files (x86) for? once its in there can you nominate a new drive and folder for it like your instructions here?
Also there is no + icon in the storage tab to select.

I added a drive, was able to select it but it was greyed out and would not stay selected. If i clicked elsewhere in settings it would revert back to C
