I have known about BWII since I was a child in 2008 because of clips on UA-cam and I always thought it (along with the other japanese shows I would find) was so interesting, but I never heard about this play right now.
Also I thought it's kinda weird tfwiki doesn't have a "Transformers Lost Media" or "Obscure Media" page, since they have both a cancelled toys one and a myths and misconceptions one
These stage shows are actually quite common with kids shows - and you're right, they'll almost always have the voice actors (or in the case of live action, the actors themselves) provide voice acting and stage work as necessary (obviously anyone who is in a full body suit is performed with suit actors, usually not the actors themselves). It's quite common for the shows to not follow existing lore, often bringing in characters who were not present during the show.
The fact that this treasure has been discovered after all these years of obscurity is honestly amazing to me. Feels like a fever dream to see this actually exist now.
Looking at the web page for who made this, it's style makes a ton of sense.These kinds of shows are very common for the different Tokusatsu shows, your Sentai series and Kamen Riders. They tend to be officially licensed, but since the shows tend to be live action, they tend to use the official suits from the show, seemingly provided by whoever owns the license. At most, they'll have one new suit made of parts of older costumes spray painted different colors. So these suits, which appear to be exclusive to this production, are even more interesting and impressive. Who knows, a budget of two may be one of their higher budget productions. I hope they weren't destroyed, because I want to steal Lio Convoy's right peck. The actors in the suits are probably just random underpaid actors. Since they're in full body costumes, the actors can just pantomime to a pre-made dub of the real actors. The closest thing I could compare it to would be, like, Disneyland performers. A great example of how this works, or well, doesn't, would be to look at the time Ultraman was at Anime Expo last year (don't ask). I just got done rewatching BWII and Beast Wars Neo again (Neo is the best TF show ever made btw you should watch and review it) so this is perfect timing. Absolutely incredible, all the movements are totally on par with the animation quality of the show. Kind of want an Apache fursuit of my own now. That shit looked super comfy.
