Because it is not a shortcut, if you don't take the two nitros you'll get the speed from the zipper but if you take the two nitros, you already lost time because of the trajectory and you slow down because it's a canon. Also there isn't a big need of nitro there.
Hey, sorry for the late answer. As far as I know it isn't fixed, but here are some tips on how to do it: You have to go at a precise spot at the left as shown on the video, because the left edge seems higher than the middle of the road. You need full speed: use nitro correctly and zipper at the right time. And keep in mind that noone can do it consistently so don't expect getting it often. Also as we aren't good enough to land at the exact same place with the same exact speed each time, I must say it's a lot random.

In the Gran Paradiso Island track there's actually another secret shortcut where you can get 2 big nitro bottles, but it wasn't in this video
