When a packet is shipped for the firts time. How to know wich is the TTL because it does not still how many hop need to reach the destination. ?? For Example ARP Request

so if i want users to how updated information, i want to set my ttl to a low value, and if my information is mostly static, i want to set it to a higher value to lower fetching?
