Neat! So why import queens from Chile? Just curious.
Canada is cold and we cannot mate Queens until late May or early June. If we want to have a good start replenishing our winter losses, we need to import Queens from warmer climates

Yes they are made in Queens. Could do the same thing with virgin queens and the bees would still feed them all.
...but why?
To store the queens until the beekeeper needs to use them. Bees will always look after their queens better than a human ever could
It's inhumane to keep them in such a narrow space.
