So my conclusion to why we do not have disclosure is do to the rich and powerful of the world. Disclosure would surely cause humanity to rethink what we do and how we act. This will disrupt money flow and power to the top and that will not happen. So this will have to fall into private hands to sort out. As for making contact, just wave when they fly by.
