13:03 I'm going to humble-brag about how I've helped maintain that level of extensive cone coverage for the past two years. It's absolutely laughable that SDOT's "solution" to the mess a 9th and Mercer was to install armadillos. Cars IMMEDIATELY started driving over and parking on them. Who would've thought they would do such a thing??
