    China's expat work permit system has always been a mess, but now, a new proposed idea will go into action on November 1st, which will class foreigners into 3 levels.

    Starting Nov. 1, the government will begin sorting foreigners into three categories: A, B and C. It is part of a new nationwide work permit system that aims to build an innovation-driven economy by “encouraging the top, controlling the middle and limiting the bottom” of foreigners in China, the state news media reported.
    “It aims to better serve overseas talent coming to work in China,” said Zhang Jianguo, the leader of the State Administration of Foreign Experts, which will run the system that is to go nationwide on April 1 after being tested in nine cities or provinces, including Beijing and Shanghai.
    The planned change is creating a buzz among foreigners working here who are keen to know: How will the government classify me?

    LOL, the actual problem is they use such a direct way to name--- "A,B,C".
    In US, there are EB1 visa (talented people visa), H1B visa (technical visa), EB1 visa (temporary business visa, also some people use this for contract / short-term jobs)
    However, most people have no idea what those 'EB1' or 'H1B' stand for when they hear them, so people don't talk about that either.

    You guys should check how difficult for a Chinese to be categorized into "class A" when you move in those developed countries like US, Australia, Canada and want to find a job...... There's no free lunch in all countries including China

      Jiang Cui You are aware that Asians as a demographic in the west are far more successful. This is noted. All the things said to be white privilege... Well Asian privilege it should be brother lol. You guys are smashing us in all these privileges. Higher income rate, lower incarceration rates, seen as less threatening and are generally better educated and come from more stable households.
      OK so also I'm not all SJW PC and believe in the reality of different racial IQ averages. Asians have a 5 point higher average IQ statistically than those with European backgrounds. Intelligent people are the ones that reach the upper class. If a demographic has more intelligent people guess where the money will eventually wind up? But of course #Notalladiansaresmart

      you can't just cull people to fix points.
      you should spend more time thinking about what influences cross sectional studies rather than what you think the results mean, because one is reliant upon the other

    Same system as Australia, for example the requirement for investor visa, 15million you get the residency straightaway, 5million you have to wait for 2 years, 200k if you successful run small business over 2 or 3 years and hire two locals. So if you are rich you can just buy the Australian Visa.

      Too sum up not everyone like the point system because its judging and choosing people. But the good thing is now people can be certainly know whether they can get the visa and dont have to worry it when they need to extend, also 60 points is not that hard to get especially you have a western background.

      oh gimme a break. You failed to mention you are talking about Syrian refugees, who are in dire straights. We took in a small number and yes of course we give them a helping hand. No point in letting people in then not letting them have a chance. These people will work harder than the average to become functioning members of society and will back far more over their lives.       Refugees are by International Law, people fleeing to a country of acceptance and safety.
      Illegal Immigrants are those that continue past that point of safety.
      Most of the Syrian and similar immigration currently happening around the world is of Illegal Immigrants, not refugees.

      Well said, they won't to know what's in it for them, to date a lot of Foreigners have had an easy ride because they have the ability to help with China's recent advancements, and in the case of many "C" graders, ability to help with English.
      But now the advance is catching up, the C's are not really needed other than to line the pockets of the school by charging students way more for the chance to have a real English speaker in the class room. But I am meeting more and more Teens with darn good English yet I am the first Foreigners they have had a full conversation with.
      But your point is valid, find what you can do for China and grace will be given.

      Klaa2 Tap water is safe in China if you boil it. Medical healthcare in general is better than in Europe (faster, cheaper, you can see professionals much easier rather than having appointments with nurses and there’s way less holidays when the only option would be coming to an ER). My personal experience of healthcare comparing home and China would be that in China I will be well taken care of while at home I may wait for a 3-4 months to see a specialist doctor (not a GP). Cannot comment on healthcare in terms of terminal illnesses though. Totally agree with the rest

      In China I am classed as an alien and have 24 hours to register at a police station....The Reality is I stay with friends when in china and not at a hotel so I have to register....many large signs telling the aliens to register..lol...

    i am a foreigner overseas in western country. If you take a look at work visa regulations in western countries, they are more stringent and strict.

    PRC has being lenient with C class foreigners for many years cuz in the past the government consider them as some kind of cultural ambassador, a window for the Western world to know more about China and also help Chinese civilians understand what the west is like.
    But since the number of Chinese students studying abroad increased exponentially, there is no need for C class foreigner anymore. Why go to Starbucks when u have ur own coffee machine :$

      Jay Theyme lmao you just reminded abt my childhood experience. One of my American English teacher at EF went to community college and didn't even graduate... He was a pretty chill dude but if I were to hire an American teacher for my kid I'd probably expect he or she to have at least 2000 SAT score and a bachelor's degree from a prestigious university. McDonalds workers can't teach proper English and I don't want my kids to think of America the way C class foreigner portraits

    I think it's more focused on reducing the number of unskilled laborers like house cleaners, au pairs, builders and factory workers coming in from less developed economies rather than westerners who teach or do business. China has also changed their Hukou system allowing more intercity migration for Chinese citizens. Sure it will increase the number of illegal unskilled workers, but it's a step to prepare themselves for further internal growth. From what I have seen so far, it doesn't really affect westerners at all (aside from being able to use the card to register for more Chinese services which is a plus really).

    What do they define as an ivy league equivalent? The Chinese ranking ranks some California schools like UC Berkeley really high compared to the US ranking, where as other schools like Washington University in St. Louis are good in the U.S. but not known outside. This seems very vague.

    I personally think is a good step for China. Today most of the country in the world already make those kinds of "selections", sometimes officially, some others times more undercover... But still doing it.
    Here in Shanghai, where I live, some foreigners always complaining about China, there are never happy about them situation, they don't want to learn a bit of Chinese culture/language... They don't stay here because they enjoy it, but they just stay here for the money that they can make here and they don't know which different thing to do...
    And on the opposite side, there are some others foreigners loving China, but have hard time to find job cause of the reputation of foreigners on those last years...

    The foreigner are not only the from the developed country. Do you konw there are 300,000 aferica illegal immigrant living in GuangZhou? As many people from South Asia in Yunnan and GuangXi as well. China is not a immigrant country. It's pretty hard for governement to suddenly handle so many foreigners since it never happened before. I believe they are trying to study the policy from Canada and U.S which have handle this kind of stuff for hundreds of years.

    Yow ! You're giving me bad memories of 2010 when I was in China only knowing about 800 characters. So if I could get up to HSK 5 HERE in the US, I wouldn't need to go there. The ONLY reasons I would want to be there is to know the language better and to get to eat Chinese food every day. The restrictions were bad enough in 2010. To think they are worse now -- YOW !!!

    When I play Age of Empires 2 with the Chinese on my world map, I extend the Great Wall to cover Central Asia and the Himalayan passes up to the Mekong. This way no foreigners can enter unless they pass my gates. The Mongols do anyway.

    It's nothing much different than say Canada where if you are unskilled it's very hard to enter and work, while if you are top tier, they will take you with open arms. Same for the US. Hell, it's like that in most countries, different within EU or some other... maybe British Commonwealth or former colonies, I dunno, but for most- class system for foreigners exists

    I expect the main motivation isn't to stop North American/West European/Australian type visitors as most will probably get at least a 'B' rating. The new classifications are probably to make it difficult for African/Middle Eastern/SE Asian visitors. One thing that was obvious during my time in China, was the degree of antipathy to darker skinned people. This is probably just formalising it, without naming it. That said, as pointed out, most developed countries have strict working and PR visa requirements. The difference is western countries have significant refugee intakes of people who won't otherwise qualify. To the best of my knowledge, China doesn't have any significant refugee intake program.

    I have mixed feelings about it as well. I work all around the UK atm and I see so many other foreigners who just seem to be here for the 'free ride' as the guy calls it.
    I do however love the irony in the fact that this class system is being implemented in a supposedly communist country hahaha I guess some animals are indeed more equal than others ;)

    i done already my last work permit extension.Just 5 month then i switch to US.
    China is a nice Country but the people still needs a view years to become more sozial educated.The quick economy rise had there price.From kind nice people to money focused,heartless rude people.After 5 Years iam happy to leave.The best i took from China is my wife.

    So basically all the developed countries have a filter system for immigrants but people are shocked because China is doing it ? In fact China’s criteria is far less strict than developed countries when it comes to getting a work permit. A few years ago people with few qualifications or experience could easily find a job and stay, particularly teachers. It’s about time they implement some standards, attract and retain talent.

    Has this been put into place yet. It is June 2017 and I just had my resident permit/visa renewed. Nothing had changed from previous years. This is actually the first I had heard of this. And, what is this about a test. I was not issued any kind of test.

      The kicker is we're still referred to as foreigners when they visit or move to my country. I believe foreigner just means "not Chinese." My blood was boiling when someone made that reference the first time. "I've lived here all my life, and you're calling ME the foreigner?" Lol.

    "Salary base grading system will force company and employee to declare higher salary (while most of the company pays gray (half cash half bank) to avoid higher taxing issue this rules may increase higher tax collection and will discourage the company to hire foreigners."

    C-Milk I think there was something missing on that grading chart. At the top it should read give the person that is grading/doing your paperwork a couple thousand Yuan and you will receive the top score.

      I’ve lived in England for more than ten years and I still consider myself foreigner and don’t mind other people calling me such (why not?) I’m here for work and the idea for me to become English is just ridiculous. And I do hope foreigners in China won’t naively think they will become Chinese (at least not until they are 100% culturally assimilated.)

    indeed a lot of C class wanderers ... when I was in uni some people stayed wandering in Dorms doing not much even after graduating for a long a time before ....and they cause trouble this was so difficult i myself had a situation of a crazy guy climbing and entering my dorm at 2 am in the morning from the balcony .... a wanderer alcoholic

    China still need a lot of native English speaking foreigner teachers ,but in first line cities ,the foreigners are full ,so China government encourage those foreigners who don't hold a degree to some undeveloped places to work .

    It is very hard to go from a developed country to China (whatever it may be). If the government wants to make it harder, OK. There is a marked difference in some societies that "get" the western mindset - and live it - versus countries that install a brick wall around their minds in regards to who you are and where you come from. In my experience, choose the former for longer term residence, and the latter for photo tours.

      Haonan Ran I recall once when driving in Vancouver, I was about to make a right turn when 3 well dressed professional looking men casually ignored the don't walk signal, preventing me from making my turn, but at the same time a scruffy looking guy with long hair pushing a shopping cart looked up, noticed the don't walk signal, and waved for me to go first. Although I acknowledge we all judge people by their appearance, having money does not make one a more worthy human being; some of the most belligerent, selfish people are wealthy (not always of course).

    If you wanted to know whether someone was doing skilled or unskilled labor, why don't you ask what kind of work they're doing? With that information, maybe you could even do something as radical as allowing foreigners depending on if China is in need of more workers with their specific skills.

      Not quite. Trump has nothing against immigrants coming to America, but he wishes for them to at least be documented. There is a difference between documenting an individual and attempting to classify them upon their worth. I do not personally agree with kicking the one who are already here out of the country, but these particular situations are distinctly different.

    Well, we haven't gotten as far in Australia but we also have a criteria based system for work visas such as English proficiency and whether or not you qualify for the skilled list of occupations in demand.

    Just for your information virtually all countries classify foreigners based on income and so on. A regular USA citizen if give up citizenship can not get a USA visa, but a billionaire or high position person is "state interest" is exempt from such classifications . Get used to it. Classifications exist in the west long long time. In the USA to get visa they classify you by income that you get it or not, and how long you get it 2-5-10 years, and how log you can stay in 90 days, 6 months... and so on.

    The Chinese points system seems to be not as stringent as that of NZ.The immigration dept here is often changing requirements for prospective immigrants. The pay here is no where as good as many other countries but the lifestyle is very attractive.

    In the Chinese Quora "zhihu ", there has already been enough discussions about this topic. Many of them support this policy. Many people from English speaking countries are just teaching English in china, and they get much better salaries than Chinese local people, it's quite unfair for locals.

    China has been treating foreigners especially if they come from western countries as prestigious visitor, because it suffered a long time of disasters since the opium war with Britain. Now, the situation of implementing foreigners into categorization just show China intends to filter foreigners that the country needs.This can be perceived as an upgrade regarding the current development of China. Meanwhile, some short-term visitors just want to make quick money there and keep complaining about what they experienced in China, so Chinese people dislike this phenomenon among this group of foreigners. Last, there are more oversea Chinese students who can substitute these unskilled foreign labors with better understanding of Chinese circumstance. Long story short, Chinese society is fast developing, but many foreigners may not be eligible for the country's demand.
