It depends on the situation. He will return within a week means he could return anytime during the 7 days or on the 7th day. He will return in a week will mean he will return on the 7th day. So the usage depends (in or within) depends on the context.

We use 'at' for a specific time and we use 'by' when it's before or at the time
I go to buy milk 'at' 7am means accurately at 7am
I go to buy milk 'by' 7am means before or at 7am
So you can use 'at' also
