For the question about what to call a hand that can't fight a villain or recruit a hero, what about Rest Hand, because it forces you to rest and clear all wounds (even if you don't have any)

I get the logic there! However, you could still possibly recruit a Sidekick or even an Officer, so I don't think it fits perfectly.
