He is playing it in the key and the tempo of the version that appears on his 1976 Greatest Hits album: E (guitarist talk: D capoed at 2nd position), and slowed down. He rarely does that anymore.

Maybe the full concert includes Millworkers, seeing as it was in his regular setlist at the time.
It's back in his setlist recently too, I saw him last September and he performed it, the first time I've ever heard him play it live and I've seen him six times here in Ireland since 1999
