If you want a Penguin that is just pure evil, play the Arkham games. Penguin is just a slimy conniving piece of shit in the Arkhamverse. That's why it's so satisfying seeing Batman kick his ass.
Kyle Shiflet they even gave him the gentleman persona from the comics. I think this penguin is probably one of the best portrayals of pengy of all time.

I feel like Gotham’s penguin was the best acted out of the whole show, if not the best character, his emotions and motivations feel understandable and sympathetic while at the same time he does horrible stuff that you can’t explain away, he’s the perfect balance of over the top emotion and spiteful cons.
Harley pretty much said the same thing in Harley’s Holiday “I tried to play by the rules! But noooo! They wouldn’t let me go straight! Society is to blame!” Seems the villains of this show hated society. I mean society created a lot of them. Riddler, Two-Face, Killer Croc, Mad Hatter, etc.

I prefer a lot more gentleman snobby penguin than Arkhamverse one, who's just a another violent and aggressive gangster boss. Also Paul Williams was perfect to voice BTAS Penguin.
Truly is a shame this penguin never got to be used better. Birds of a feather is his solely good episode and the other good episodes with him in it are when he's with other villains, but not the focus. Besides those the other episode where he's the main antagonist are pretty lackluster and that is because the team were missing deadlines and they had to make episodes fast. Despite all of that this is my most favourite version of Penguin and I much prefer his first design as apposed to his redesign in the new adventures.
The creative team also didn’t like the way they made him. He was truly unloved. Almost poetic. I love this version of the penguin. My favorite besides the 1960s pengi.
Hope Matt Reeves never uses the joker in his trilogy look I have nothing against him but the other batman villains need attention like come on joker is so overdosed the penguin and riddler could really push bruce to his edge too he himself said that both are even smarter than him and joker so if they're done right they could be great villains
The penguin is a fascinating character honestly, he rarely does things himself as a true mobster boss. and even batman is fully aware that penguin runs Gotham, not the feds.

This version Penguin is my favorite because he’s a mixed of the comic version, and Tim Burton’s version.
The part where the xylophone kicks in with that four note motif sounds oddly similar to the Penguin’s theme on Gotham.
