Nemesis from the comic Nemesis I think is definitely more evil than Griffith. Griffith while he done evil acts still done them in pursuit of his childhood dream and goal (except rping Casca, he just done that to spite Guts) but Nemesis legit be doing evil shit because he can. I'm not gonna say he's the WORST antagonist, but that scientist (Shiro) from Assassination Classroom. Here's why:
SPOILER ALERT
Okay, so this dude captured Ryushi, right? Then he had this other female scientist (Aguri) working for him who made a friendship with Ryushi.
Ryushi eventually got mutated into this hyper-speed thing with tentacles, while simultaneously becoming more and more friendly with Aguri.
Ryushi makes Shiro lose an eye and accidentally kills Aguri. Then becomes a teacher as Aguri's dying wish.
I know right now it looks like Ryushi's the villain, but just wait, there's more.
When he becomes a teacher, Shiro is constantly on Ryushi's back. I mean CONSTANTLY. He literally took a kid in, gave him tentacles and said "Defeat this yellow octopus for me." But anyway, back to what I was saying. He framed Ryushi for being rude to his students, "kidnapped" a kid, KILLED one of his students, and teamed up with his former student (The Reaper II) JUST to kill him. Like, someone tell this dude to mind his own business for once.
Keep in mind that if I got anything wrong, it's because I haven't watched the anime in a couple years.
