From the quaint Sicilian community of Cammarata to the pristine mountain village of Ollali, there are quite a few shrewd Italian destinations that have gotten in on all of the action. And can you blame them? This one euro home business is great publicity.
Taranto, one of the first cities to join this unique club, is a port town on the coast of Puglia located on the heel of Italy. In recent years, its population has begun to dwindle due to economic and environmental reasons and the local officials definitely want to reverse this downward trend.
Buyers hoping to get their hands on a piece of property here must commit to renovating the properties while abiding by strict architectural standards if they want to keep them and this process can cost thousands of dollars. That would be the 'catch' you were looking for, but if you have the time and money to take on such a project, it just might be well worth it.
The hope is that these dilapidated old buildings can be renovated and their new tenants can help build back up the population. While that might sound like a good plan, at this point, you're probably curious to see what the Italian town of Taranto is all about. dealing in housing in Italy is a nightmare... Architects and contractors will drive you crazy and the housing applications will suddenly get very burocratic - and suddenly you will need a lawyer to do anything - which will end up you will need another lawyers to sue the first dodgy lawyers, then another third lawyer because the second one is not doing much ... You kow that in Italy you cannot represent yourself in court ? and you can only be repsented by a lawyer.... It's like the wild west, not worth paying 1$ to get into.... Italy has to reform, make the system costumer friendly and most of all guarantee accountability and transparence before it gets my 1$....

Steel works don't belong in or near a city as they are highly polluting. They made exactly the same mistake with Genova and the medieval town of Krakow in Poland. In Genova they destroyed the only beach they had in Cornigliano and built that monstrosity totally bringing down what was a pretty upmarket area.
I can see that Taranto has fantastic potential.

Le case vengono assegnate dopo un appello annuale fatto dal Municipio. Il costo simbolico è di 1 euro ma poi bisogna stipulare dei contratti con il Comune e delle ditte edili per ristrutturare le case entro un determinato periodo. Quindi casa a 1 euro e ristrutturazione da 30 mila euro in poi...

Renovation will cost 5-600 Euros per square meter. Double that for extensive renovations.
These costs assume that there aren't major undetected problems and that you'll find a competent and honest contractor (which in some areas is next to impossible).
If you need to go to an Italian court of "justice", you'll never see your money again. EVER!
