But imagine what happens by rotating by 180 degrees or by making parallel transitions. Now groups above the plane are located below the plane and vice versa. So groups on horizontal line now are actually below the plane in original structure. So practically you can consider horizontal line either above or below the plane with vertical line in the opposite plane to it.

I think if you count with the hydrogen or group that would let the most light into the rest of the molecule, facing forward, and then count in order of the groups with lowest to highest absorbance of higher energy (smaller wavelength) wavelengths in IR spectra clockwise or counterclockwise it works.

For first example, we did rotation to get aldehyde group at top. Why now at 7:59 we do parallel transition
Highest oxicdsed group should be st the top. In first case it was aldehyfe and in this case it is COOH.

What to do if : 1) The Amount of OH right = the Amount of OH left ? 2) The Amount of NH2 left = the amount of OH right ?
In case 1, the carbon is no longer a chiral carbon. In case 2 we will give more priority to NH2 group and name accordingly.
