If you're talking about the "Austrian Viennese-German" , then he's talking about the dialect she's speaking. Different parts of Austria speak a different dialect of "Austrian" German.

Maria Theresa Walburga Amalia Christina (German: Maria Theresia; 13 May 1717 - 29 November 1780) was the only female ruler of the Habsburg dominions and the last of the House of Habsburg.
She was the sovereign of Austria, Hungary, Croatia, Bohemia, Transylvania, Mantua, Milan, Lodomeria and Galicia, the Austrian Netherlands and Parma.
By marriage, she was Duchess of Lorraine, Grand Duchess of Tuscany and Holy Roman Empress.
She started her 40-year reign when her father, Emperor Charles VI, died in October 1740.
Charles VI paved the way for her accession with the Pragmatic Sanction of 1713 and spent his entire reign securing it.
Upon the death of her father, Saxony, Prussia, Bavaria, and France all repudiated the sanction they had recognised during his lifetime.
Frederick II of Prussia (who became Maria Theresa's greatest rival for most of her reign) promptly invaded and took the affluent Habsburg province of Silesia in the nine-year conflict known as the War of the Austrian Succession.
Over the course of the war, despite the loss of Silesia and a few minor territories in Italy, Maria Theresa successfully defended her rule over most of the Habsburg empire.
Maria Theresa later unsuccessfully tried to reconquer Silesia during the Seven Years' War.
Maria Theresa and her husband, Francis I, Holy Roman Emperor, had eleven daughters, including the Queen of France, the Queen of Naples and Sicily, the Duchess of Parma, and five sons, including two Holy Roman Emperors, Joseph II and Leopold II.
Of the sixteen children, ten survived to adulthood.
Though she was expected to cede power to Francis and Joseph, both of whom were officially her co-rulers in Austria and Bohemia, Maria Theresa was the absolute sovereign who ruled with the counsel of her advisers.
She criticised and disapproved of many of Joseph's actions.
Maria Theresa understood the importance of her public persona and was able to simultaneously evoke both esteem and affection from her subjects.
Maria Theresa promulgated financial and educational reforms, with the assistance of Count Friedrich Wilhelm von Haugwitz and Gerard van Swieten, promoted commerce and the development of agriculture, and reorganised Austria's ramshackle military, all of which strengthened Austria's international standing.
However, she refused to allow religious pluralism and advocated for the state church, and contemporary adversary travelers criticized her regime as bigoted and superstitious.
Add her to civ 6. We have Barbarossa and Ludwig for Germany/HRE and Bavaria respectively. Austria was an influential player in Europe from the 14th century through WW2, especially under her reign.

Maria Theresa was the first person I met when I played Civilization 5. Declared war on me, so I had to end my game and hated her, but in the next game, Ramssess/Egypt was secretly mad at me and Maria Theresa and I were the only one in the continent that could stop him because Babylon was an ass.
Today was the first day I played as her and holy crap, she's good. It's like Venice but better. Buying city states is easy and you're actually allowed to annex them.

First, empire of Austria, second, she was dead before her daughter died, third, Antoinette did not died under napoleon rule.
Austria Hungary was an empire. The French empire didn't existed back then. She wasn't alive when her daughter died. Napoleon didn't killed her.

The use of "Ihr" instead of "Sie" in German is the archaic way of politely adressing another person, especially if the other person is noble. It fell out of use about one century ago though, so today it is only used in context with historical characters and stories

Is this a very Austrian accent? What difference can you point out?
She is speaking a very Viennese accent. It's mostly pretty similar to standard German but with a bit of Bavarian mixed in. This type of accent gets made a bit fun of inside of Austria since it sounds very snobbish and smug. As far as I know this accent is quite far spread in Vienna and surroundings but the original Bavarian spoken in Vienna and the rest of Austria is very different. This is an accent while Bavarian is basically a different language than German.
I really have to give them props for actually using a clearly Austrian voice actress. A lot of American video games are like "Oh who cares. Just get a German. It's the same thing anyway." but even if Austrians speak standard German every native speaker can tell the difference of where someone is from which would extremely break the feel of it.

I can see where they are coming from though, since black and gold actually were used as the emperor's colors - of the Holy Roman Empire, of course. So they simply combined Austrian colors with Austrian symbolism. Well, of course the eagle is HRE too, but what else should they use?

She actually speaks with an Vienesse accent/sociolect, not the Vienesse dialect. The way she speaks is also called "Schönbrunner Deutsch", the high nobility spoke like that in austria
