Notice how all of the Russian torpedoes use conventional unshrouded propellers, whereas their western counter parts have moved on to more advanced shrouded, and pump jet propulsion. Don't get me wrong, I'm in no way saying 'these aren't dangerous' they 100% are, I'm saying they are inferior in nearly every way.
Propeller shrouds increase drag and resistance. They protect the prop blades and slighty reduce noise, but they increase drag, so not as fast through the water.
