The writers didn’t even try, AT ALL, to make sense of why he shot all those people. At the end it was because people make too much noise? Or some shit, and because people are working contributing to society and because people want things? Again has nothing to do with his intentions as to why. Because that is not an answer as to why. It’s like saying why did you get so angry? Because the birds chirp so damn early in the morning I had enough! Like that makes no sense. I’d understand if he was an incel or a terrorist but this? And it didn’t even connect to how she explained him before she met him. She said it was pure entertainment and that he was hungry to kill, but then you meet the guy and he’s all like they make too much damn noise. It’s like what? Wtf?

If you prefer something with more random attacks then you can look to stories inspired by the Son of Sam. 2) Bad Boss/Selfish Politicians: this is the trope where the leaders don't really care about how hard the heroes are working. They just want the case to be closed A.S.A.P. I think I grew up watching this in a few Asian cop films. But you also see this in the 1998 Godzilla. There's also the January Man, where Rod Steiger played the mayor. 3) Investigative leader struggles with little support from the top while supporting the heroes: we see this trope with characters like Jack Crawford in "Silence of the Lambs". William Cochran is another example in "Virtuosity". Sometimes they end up dead. 4) Main character seeking to prove themselves: we have this in "Virtuosity" as well. There's also Amelia Donaghy & Lincoln Rhyme in "Bone Collector". Agent Clarice Starling in "Silence of the Lambs". Anderson in "Dredd" before she became a fully-fledged Judge/cop.
