      Haven is right - Emotional Support Animals do not have the same recognition and rights as Service Animals. What is SAD is that there are idiots out there who try to call their dogs as 'service animals' and they are obviously NOT...they're the ones that mess it up for the persons who have valid service dogs.

    For strollers with children, it is federal law that the stroller has to be folded and stowed and you hold the child. This is not only for the safety of the child, but also other passengers and even people and vehicles outside the bus (not if, but when people let go of the stroller and it goes crashing up the aisle into other people, and other people's things, it could cause an accident).
    By requiring her to fold the stroller, they did not deny her access -- she could put a harness and leash on the cat and still ride. Or have the cat in a carrier that can lift out of the stroller.

      Jebediah Dewmist it's in a stroller .. it's not going to hurt anyone and she needs her cat just like people need their service dogs thats like taking away her service dog except she has a cat she needs it to get around your being insensitive dogs aren't the only animals in the world she's not going to stop taking her car with her just because someone might have a dog the probability of her even encountering a service dog in public is very unlikely also she has reasons to have her car with her she has anxiety and depression what more can I say

      +TheCatsMeow PrettyHorses. The American With Disabilities Act STATES/RECOGNIZES ONLY DOGS AS SERVICE ANIMALS! NOT CATS!!! Cats do not have public access! Now, with that being said, the state or city can extend the ADA law stating that cats, rats or turtles or any other animal can be "service animals!" But, I don't see that happening anytime soon. Again, a cat is a natural enemy to a dog. This could be a grave danger to a "Service Dog Team!!!" So, this leads me to a bit of advice for you; If you desperately NEED a "service animal," then procure a dog and train him yourself for what u need and leave the cat at home!

ONLY DOGS OR MINIATURE HORSES THAT ARE TRAINED TO LITIGATE A PERSON'S DISIBILIITY HAVE PUBLIC ACCESS!!! CRAP! What the hell is SOOOO hard to understand!!! And if this cat is a "service animal" what task does it perorm inside that idiotic stroller? This is an ESA! If the woman has a note from her doctor, tells me it's a ESA! And the fact she carries it with her and has no problem showing it, tells me it's an ESA!       +Linette Styles. And furthermore, NE along with other SERVICE DOG handlers, spend hours upon hours and money to train our SERVICE DOGS so that they can be a lifeline for us. And that is also a factor! I guess if you're not a service dog handler or understand a disability, then I guess I can understand your ignorance on the subject.

    Even in states where cats can be service animals (ADA law only covers dogs & miniature horses across all 50 states, but individual states can broaden the law in that state, so there are some states where service cats are legal), that cat is NOT a service animal. Legally, it’s an ESA, which do NOT have public access rights. A service animal MUST be trained to do specific tasks; “helping you cope” with anxiety/depression is NOT a task. I’ve seen service cats who are actually trained to not only behave like any service dog would, but who are also task-trained to do things like blood sugar level alerts for diabetic individuals, or deep pressure therapy, etc. Those are REAL service animals, not this. People need to learn the laws & differences.

    Meh. Even if it's just a regular cat and not a service animal, just let the lady stroll her cat around as long as it sits calmly and is contained in the stroller. My only concern is people with severe allergies.

    The ADA does not allow cats as service animals, which a lot of people have brought up. It's also mentioned at the end of the video, in case anyone is confused.
    Something else worth mentioning is that a big reason a stroller needs to be folded is to leave the wheelchair bags open for wheelchairs.
    I have a service dog and use a wheelchair at times and I appreciate the transit company enforcing the rules.
    I feel for the woman with the cat. I hope she is able to figure out the law so she can find ways to function while following the law. It looks like her misunderstanding of her rights is causing her unneeded anxiety. She isn't being discriminated against. Her cat is not protected under the ADA and it must be stressing her to believe it is.

      I also have a service dog and I’ve see someone being in parrots cats you name it I’ve seen it into stores they attacked my service dog they were sued I’m afraid to go in public now stores need to reinforce their rules and the federal law

      It might be. Emotional support animals can't go where pets aren't allowed though. Sometimes people confuse emotional support animals with service dogs. The rules are different.
      ESAs are helpful, but trying to bring them where they aren't allowed will cause stress.

    She has her cat in a stroller when she gets on a bus--The bus wants her to fold the stroller and put it under the seat. So you'd rather the cat be loose on the bus?!?! What idiots! You'd think that an animal loose on the bus is the last thing a bus driver would want!

      I think they are more afraid if the bus driver makes a rough stop the stroller on animal can fly through the windsheild, that is why they want babies out of the stroller and on the person's lap or next to the person.

      You're always required to fold a stroller on a bus, you're suppose to have it folded already when the bus approaches. Also cats are NOT service animals. You might never see a service miniature horse because they're rare but there's plenty service dogs. Also you can spot a fake service dog, real service dogs are always calm, always stay at their owners side, never bark at other dogs, never pull on a leash they're focused on their owner. Only service animals are allowed access to no pet places, not emotional support animals.

    Service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Examples of such work or tasks include guiding people who are blind, alerting people who are deaf, pulling a wheelchair, alerting and protecting a person who is having a seizure, reminding a person with mental illness to take prescribed medications, calming a person with Post Traumatic Stress Disorder (PTSD) during an anxiety attack, or performing other duties. Service animals are working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person’s disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA.

      Because then people start to think well if she can take her cat why can't I take my little dog or big dog. They are not trained to handle all that is going on out in public,the noise, lots of people, kids grabbing them.and how to not act up when there is a SD there. If people want to take there pet out to stores and it attacks a SD that person is looking at a very big fine. That SD is protected by Federal law.

      In addition to the snowballing issue pointed out by Shirley Foltz already, an untrained pet being taken out in public may cause much greater stress for that animal. Most animals, dogs, cats, and otherwise, are not prepared to deal with public access, even if they are confined to a stroller. Further, it's cruel to the animal to keep it in a stroller for a majority of the day since all animals do need a decent amount of exercise. It is also a health hazard, and in violation of the FDA if she brings it into any place which serves or prepares food, including restaurants and delis. The FDA makes an exception to that part of the law in order to allow service dogs and service minis to enter with their handlers, but that's it. Having a non-service dog, non-service mini animal in a restaurant or deli during an inspection could result in severe repercussions for the business involved as it's their duty to deny access to people with pets, companion animals, ESAs, etc.

      Well actually, it does hurt someone. If you haven't noticed that cats and dogs are natural enemies. Even though a service dog may not go after the cat in a public setting it could detract the service dog and the dog may not be completely focused on the handler therefore putting the handler at risk!! Also, an ESA is NOT task trained!!! Why should I spend 20,000$ so that I can have a piece of medical equipment (ie, service dog), and countless hours of training with the dog when all I have to do is buy any kind of non-task trained animal which has no medical benefits to the person other than it being present. It's crap when people make the claim their pet is a service animal just so they can bring them in public places.....Rediculous!!!

    Um in some states it is legal to have a service cat as long as it mitigates a disability it's not covered my federal law but in some states it's covered by state law. In states that don't allow it that cat would be a ESA.

      because some stupid uneducated idiot made the law of only dogs and horses being seen as legal service animals in most parts of america. it definitely should be changed to fit all animals as long as they fit the standards of what a service animal is of course, (has to be task trained, housebroken and under control)

    The bus isn't required to allow the cat aboard if their policy isn't to allow cats onboard. Period. They are already granting this woman a privilege if (like my local bus system) they don't allow cats HOWEVER I see this is in San Diego and I believe locality law allows ESA's to have access rights so the cat is likely allowed to ride and have access with the woman. I think it may also be reasonable to allow her to leave the stroller alongside her as she states she has a physical issue keeping her from collapsing the stroller.

      Small dogs can be service dogs. Often as diabetic shock alert or seizure alert dogs.

      Tbh the ADA shouldn't be species specific. People who need a service animal should never be denied one just because of what kind of pet it is. There are service cats that detect seizures and blood sugar levels, and other species used as well. It's Ludacris to be prejudice against certain service animals.

    I'm looking to buy a pet stroller, so I can take my cats to the vet easily, on the bus. Thankfully where I live, I am allowed to take my pets on the bus in a stroller, just like I can take a child on the bus in a stroller. Long ago public transportation here used to request strollers be folded, until they got smart and realized that it was more risk for babies and that rule was changed.
    Whether the cat is a service animal or not, this woman should be allowed to transport her pet on a bus in it's stroller. Bylaw here, cats must be transported in a kennel and this is this woman's kennel.

This is how some states allow additional animals other than dogs and miniature horses. The ADA states this as well. You go with whatever governing body has the most freedom. In my case of texas both state law and federal law only permit dogs and mini horses but other states also permit other species.

      Wrong, I'm in Nova Scotia and we have provincial ID for service animals to weed out the fakes. It's mandatory. It's pretty much exactly like a normal photo ID but for your service animal lmao. Would be pretty fun to go to a bar or something and flash both XD

    For one no service animals in stollers
    2 Only dogs and Mini horses are in the ADA as service animals
    3 even if cats could be service animals that cat is sick. its eyes are bad and very glossy and grayed over and would not be able to "work"
    and 4 that cat is an ESA NO PUBLIC ACCESS!! IT IS NOT TASK TRAINED AND SHOULD NOT BE IN PUBLIC!

He kept leaping for my throat. If he'd gotten there he could have ended up killing me. Don't ever underestimate what a cat can & can't do as far as harming you. He had to be put down & tested for rabies. Luckily he didn't have it.

      @@DedraAmbroseandSnow actually service cats are permitted in some states, state laws cover any holes that the ADA does not, when in doubt, always go with whichever law permits more things, thats how it works. My state and possibly yours doesnt recognize service cats but some states do recognize them. Please dont jump to conclusions based on limited knowledge and thoroughly research info especially info that pertains directly to the story you are referencing. Thats why state laws exist, to protect individuals within that state from federal infringement on personal rights.

    One of the service animal "rules" is four on the floor. A service animal must be walking at all times unless they are needed to be held close to the face or heart for medical reasons. This is definitely an emotional support animal, and does not have public access.

    For anyone going off on this lady about ADA and service cats are only ESAs, state laws allow additional animal species in certains states, so its up to that state to dictate what types of animals are allowed as SAs. In my state of texas only dogs and mini horses are accepted, however in a few states such as oregon cats are also accepted as service animals under state law. Imnot certain as to the laws in california where this woman lives but if her state permits cats then yes her cat can absolutely be a service animal. Service cats are definetely a thing that need to become more accepted in the SD community. Just because you or your state doesnt accept them doesnt make them any less valid in their state.

A small mutt wouldn’t be able to help its owner with mobility or weight bearing because of their size and neither could cats, but small service dogs are valid and legal so are cats they’re just not recognized by the ADA

    That's an emotional support animal, not a service animal. A service animal is trained to perform lifesaving tasks, and hence are allowed everywhere their handler is by law. Emotional support animals, as this woman stated, provide emotional comfort, but don't perform a task and don't require special training. You are not legally allowed to bring an emotional support animal anywhere normal pets are not allowed, with a few exceptions. The bes had every right to tell her she could not have her cat therr.

    the are no service cats, there are not even emotional support cats, she is not covered. My cat is MY emotional support, he helps me relax at the end of a bad day, but wouldnt take him on the bus with me. I work in emergency services, and I have seen some things if I were of a weaker disposition I would have screaming nightmares, but I dont. Get the laws straight madam, you are NOT covered and the bus has every right to tell you so!!

    The nay comments are pure ignorance...first the cat is controlled in the stroller...notice the zippered screening to keep him from getting out. The stroller is less of a nuisance than teens with 40 pound back packs that ride the bus everyday. Have you ever tried to exit a bus with five of these back packs blocking your way. Not easy, but being their parents are 'taxpayers' they get the privilege.
    Problem is the City / State want us to use public transit but haven't learned how to deal with the needs public....I can climb on with six full shopping bags, as long as my bags don't take a seat the inconvenience to others is ignored. Six people can get on board the bus...two in extreme need of deodorant, (that insist on standing) another two are Carlyle sick, sneezing & coughing then wiping their dripping noses with their sleeves, the other two are talking so loud my ears hurt. But a cat totally housed and under the owners control is told to 'strollers' have to be folded? ? ?

    A service animal has to be train to help a person disability. That cat did not seem like it was help her mitigate her disability. Service animals have to be tasked trained. This animal seems like an Esa. Esa are different from psychiatric service dogs because psychiatric service dogs are task trained to help people with disabilities. For example a psychiatric service dog might to deep pressure therapy to help with anxiety or panic attacks. A service animal has to be a dog or a horse because those animals have the capacity to be tasked trained.

      Businesses have the right to ask people whether or not their animal is a service animal required because of a disability, and what task or works the animal is trained to perform. Further, unless her individual state protects other animals as service animals (which is incredibly uncommon), they may deny her access so long as she has her cat with her, as cats are not considered service animals under federal law.
      Requiring her to fold her stroller is an entirely reasonable request, as it is required of everyone else bringing strollers onto the bus, and since it is clearly blocking two seats. If she herself couldn't fold it, she could have requested the assistance of the bus driver, as would anybody else with a stroller who has any common sense. Further, if she can't hold her cat in her lap, she should have a leash and harness in order to prevent her cat from wandering during the bus ride.
      Very simple. Not harassment, as it's required of everybody else with strollers.

    Service Cats arnt a thing.... That's an ESA. They can only go to places where pets are allowed. Only dogs and miniature ponies can be service animals. ☺This is absolutely hilarious

    According to the ADA law only dogs and mini horses are allowed to be service animals. Ohio is the only state that allows any type of animal as long as they perform tasks for the persons disability.
    Cats do not qualify and emotional support animals are not the same as service animals.

    This is NOT a service animal! Service animals do specific tasks for people with disabilities, and bringing comfort to the owner is not a task. Emotional support animals (ESAs) are basically “prescribed” by doctors who believe a PET can help their mental issues. ESAs grants owners the right to take their animal on a plane without any extra pay, as well as housing without extra pay.
    HOWEVER, ESAs do NOT have public access which means that business can legally refuse service to people witch their ESAs with them.

      @@suzyra1212 If you have those disabilities you don't get a service cat then. It's pretty simple. In general the animal you choose should be a good fit for your condition. A cat might not be good for like mobility, but would be excellent blood sugar, seizure, syncope, and psychiatric service animals. It just depends on what you need. Obviously if you have issues requiring a heavy species than that's what you need to have.

    my cat is legally registered as a SERVICE animal for me, and my mom has her cat registered. i have severe epilepsy and anxiety. i could drop in public with a break down or seizure. eber since I got my kitten I got home before seizures and she's stopped my anxiety attacks.

      Emeons Cosplays there. Is no legal registry for service animals, and any site that told you that is scamming you. A service animal is one that does something for you that your disability prevents you from doing yourself, or if it is used to alert for an illness (such as low blood sugar for diabetics, or seizures for epilepsy). Unless you cat is trained to alert when you are going to have a seizure, it would be considered an Emotional Support Animal (since you say you have anxiety), and it does not have to be allowed in public buildings. A real service animal would not be in a stroller like this cat is.

      Same! My cat isn't really a service cat, but I have depression and anxiety, and holding or petting a cat does so much. I would love to have a service cat since dogs give me anxiety, but where I live doesn't let you have a service cat.

    Look, I'm sorry that lady can't take her cat places but it's the law, they even acknowledge it in the video. Those busses and Target had every right to deny her access, no matter how upset she gets. Her cat, which unfortunately is not a service animal, is an Emotional Support animal and does not have the right to go with her anywhere except on planes and In her home. I have a service dog myself so I know the laws. Im sorry that upsets her and she feels attacked, but if she really has a disorder where she needs an animal, she should learn the laws and get a service dog or a service miniature horse.

    If that is a real service animal then that cat needs to be out of the stroller! Service animals aren't allowed in strollers or carts. Some stays do allow cats as service animals as long as they're task trained.

      I love when entitled SD handlers immediately jump on esa owners and clarify that they cant bring their esas in public. Like chill karen, public access was never mentioned. I know most SD handlers see esas as nuisances and stupid but they are just as valid as SDs, they just perform different functions. So long as they follow the law its none of your business. Nothing wrong with training an esa to behave well in pet friendly stores and to travel well, while its not required, would you rather an out of control esa or a polite and friendly esa who will more or less ignore your SD

      1. Service dogs go through years of training to be out in the public. Much more than a pet ever will. They are trained not to be hostile EVER. Even when being attacked, they are trained not to fight back. They are also taught how to ignore others. I don't think she has gone through this training with her cat.
      2. Service dogs get groomed often to reduce dander. Bringing a pet can make others sick. It's the dander that gets allergies to act up.

      It's not illegal depending on what state you're in. It's just the ADA only recognizes dogs and mini horses. There is research that shows that cats can be helpful in detecting seizures and diabetic shock so the ADA should really revise that policy.

      @@suzyra1212 service animals are highly trained animals, whether it's a dog, cat, pony, etc. service animals are held to high standards and to be a service animal they must legally be trained enough to not cause a nuisance to the public, meaning they aren't a service animal if they're barking/meowing, not listening to the owner, pulling on the lead, etc.
      if someone has a legitimate service cat it is going to be trained and well behaved, and not act out, the same as a legitimate service dog. service animals are trained for 2 years or even more and literally are trained to ignore distractions and focus solely on the owner to task. cats can do all of these things. if someone has a service cat and it's misbehaving or acting up, then it isn't actually a service cat, the same as if someone brought an untrained dog into the shops barking and causing a nuisance that isn't a real service dog.

      @Loulou Bos in america that is, in other countries such as australia service cats, birds, etc. are doing just fine and work legally to the same abilities a dog or mini horse does. america is pretty stupid allowing only 2 specific types of animals to legally work as service animals when there are other animals that can also do the job, like there's literally no reason for that law. i was obviously talking about misbehavior when i referred to dogs barking/pulling on the lead to chase/get to something, not when it's an actual task and trained. if a dog is barking or pulling on the lead for no reason and hasn't been trained to do that for a certain reason or task then it's an untrained dog that is a public nuisance. a dog barking at everyone who passes by and a dog pulling on the lead and dragging their owner along not listening because it wants to chase something down is obviously different to a dog who is trained to bark at a certain time/command as a task or pulls their owner long as a trained task.

    In Canada there cats CAN be Service Animals. In the US it's any breed of dog, and any breed of miniature horse. That cat is an ESA, Target SHOULDN'T have let them in. ESAs do NOT have public access rights except to fly on a plane for free and to live in no pet housing for free that's it. That woman can get in major trouble if the right person sees this, including jail/prison time and hefty fine over thousands and thousands and thousands and thousands of dollars. She needs to stop taking her ESA into public claiming it to be a Service Animal.

She broke Federal law by bringing it on the bus. So no. The bus driver is not an idiot. The woman simply decided to take advantage of someone who doesn't know the laws so she could take her pet with her.     The dog must be trained to take a specific action when needed to assist the person with a disability. For example, a person with diabetes may have a dog that is trained to alert him when his blood sugar reaches high or low levels. A person with depression may have a dog that is trained to remind her to take her medication. Or, a person who has epilepsy may have a dog that is trained to detect the onset of a seizure and then help the person remain safe during the seizure.

    Cats cant be a service animal. Its only a service dogs and in some cases miniature horse/poney.
    Never a "Service cat" cats can however can be a ESA (emotional support animal) and an ESA does not have rights to be brought out in public.

      "Never" a Service Cat? Maybe you should know what you are talking about BEFORE you actually start talking or in this case typing. Some states do allow Service Cats so it might pay you to actually know which states do and which states don't so you don't post any misinformation. You are right that ESA don't have the right to be allowed in places that restrict pets but being out in public is not the same as being inside a public place. Some places out in public do allow pets to be with their owners.

      @Sara Allison As a dog owner and lover I have seen some pretty amazing smart cats! I think it's more about time spent with pets and training.
      People that never spend time with their pets training them aren't going to seem to be as smart no matter if they are a dog or cat.
      It's just like having a child that's never been to school they will not seem as smart as those that have been educated only because they haven't been taught.
