Spanish is not my native language and this is Argentine Spanish, which is sometimes hard to understand even for other Spanish speakers, but I do know some Spanish and I could understand the man in the beginning explaining that these cars had been impounded by the city administration for irregular documentation, non-payment of taxes and fines, etc., and had been stored in a deposit for too long without the owners paying what they owed. So, after a certain time, they destroyed the cars to release space in their deposit and recover part of the debt by selling the scrap. As for the comments saying that the cars were not good at all, well, I agree that they were not "perfectly" good as in the title, but at least in theory, most of them could still have been repaired (even if the cost would not be worth it). Cars stored for many months without use, cleaning or maintenance do degrade, rust, etc. The placard in the background also says "Municipalidad de La Costa" - "City of La Costa", meaning "The Coast", and rust and deterioration are even worse in coastal areas because of salinity and humidity in the air.

This is in Argentina. Since fines are much more expensive than the vehicles' value, people prefer to abandon them.
