you can use this technique for making the broom. Make the broom handle in cross stitch and then add the fringes with thread. I would use a lot more strands of thread though if your cross stitch fabric has bigger holes in it like Aida fabric. You might want to use hair stitching method 2 or 3 for this. (you can find them in the hair embroidery playlist)
They are made by laying my left over threads in top of the fabric and then I stitched some twigs with back stitch and some straight stitches to hold it in place :)
