I think you need to slow down the rotation. Here's a thought on how. Put gears on the axles, that mesh with smaller gears, so you can have a pair of sub axles on each side of the primary pivot that rotate at higher RPMs. Then put propellers of some kind on there so at the structure rotates, the propellers will have to spin up at high speed and give lots of wind resistance. It may be tricky getting everything just right and not stripping the gears.
