Holy Shit, I'm from iran and I have no idea how a goddamn game from here has found its way over there. specially considering how small iran's game industry is and how most of the ones that get any financial help are state sponsored propaganda, leaving any actual passionate game developers to try and fend off for themselves. a bit of additional details here and there about the stuff in the video. abadan is an actual place, the first map is supposed to be a recreation of the actual south western part of iran which extracts alot of oil. I checked around and apparantly these guys made the game in 2011 for internal market. Have no idea when they decided they even could try to get it out to other countries. 2011 is around the time when the government tried to do some shitty programs to "support" the game industry's development in iran. also this was their first ever game, without any actual direct access to the experience the game industry from the rest of the world. and considering how propaganda styled it is, probably no will to understand the game industry of the rest of the world. which ends up with the result being a bunch of people who dont understand the need to design, balance and playtest a game. also the industry inside here was and still is filled with programmers who genuinely are unwilling to understand the existence of design and art as their own things in game creation that take time,effort and knowledge outside being able to program. also, apparantly the missions and "story" are supposed to be historical. about the first oil wells in iran and all that, have no idea how they have fucked with that part of history tho considering its source of funding. and you can definitley see where its going with the final mission being iran 2025. seriously tho I didnt expect to see this of all things on youtube today. EDIT: I Can give you more specific information if you want. I could also give you more information of incredible trainwrecks of games made inside iran.
If I had to make a guess of how it got into the international market my money would be that someone sold it through Russia or something, then it was repackaged as oil tycoon and promptly thrown into the shovelware bin. Ive seen a common thing with Chinese puzzle games of all things from around the same period, grabbed by some bootleggers in Mexico repackaged and sold in swap meets across North America.

The idea that an oil monger would want to improve the country is more likely than you think. Reason being, you build up local populations, they need somewhere to work, they work for you. Same reason coal mines built up local communities and why China has dystopian factory hellscapes. I happen to live in a town that was more or less created to generate workers for the nearby refinery. We routinely get propaganda from Phillips 66 telling us to not worry about the smoke coming from the refinery towers.
Phillips 66 are actually alright to work for, I work for a contractor on one of their sites and I'd rather work for them. They even pay people who live nearby purely for having to live nearby.

I think the ransoms aren't being taxed, but any money you spend on a ransom (apparently up to $2.2 Million) can be subtracted from your income when calculating income tax. In a way, technically, we are not taxing ransoms, but subsidizing them.

How all those shops work is that sometime in 2014 someone rolls up with a pretty new game, the manager stickers it, and then it sits on the shelf until ten years later some rube (or a UA-camr looking for a novelty) happens by who wants to actually buy it. If you look at the other games they've developed this game, which is actually called Rockafeller The Black Gold, looks nothing like the other 3D slop they released around the same time. OH MY GOD. I'VE BEEN LOOKING FOR THIS GAME FOR 12 YEARS! Ok so, back in 2012 I remember reading about the game in a magazine. I remember thinking that the screenshots looked interesting. A while later I was at the Tehran Game Expo, where the creators of this game had set up a booth where you could try it. I remember clicking around a bit but not knowing what I'm supposed to do. And also it was getting late and my mom wanted us to go home lol. After that it disappeared without a trace and I was never able to buy it or find it again. In the following years I tried looking for it on the internet a few times, but the name was so generic that nothing turned up. I had no idea they actually released the game, and to a foreign audience at that! Thanks UA-cam man, you've solved one of the mysteries from my childhood.

How all those shops work is that sometime in 2014 someone rolls up with a pretty new game, the manager stickers it, and then it sits on the shelf until ten years later some rube (or a UA-camr looking for a novelty) happens by who wants to actually buy it. Then the bored shop clerk rings it up. A shop in my area had a copy of Spartan Ultimate Warrior (Creative Assembly's biggest sin) at 50€, in 2015.

I did some digging and I believe it was developed by a different studio and simply distributed by UIG. If you look at the other games they've developed this game, which is actually called Rockafeller The Black Gold, looks nothing like the other 3D slop they released around the same time. As a big fan of Industry Giant II™ this felt like it could hit a certain spot for me. Learning that it's basically trying to teach about actual Iranian history through the lens of the oil industry and somehow found its way to a german shovelware publisher is certainly something.

Ok so, back in 2012 I remember reading about the game in a magazine. I remember thinking that the screenshots looked interesting.
A while later I was at the Tehran Game Expo, where the creators of this game had set up a booth where you could try it. I remember clicking around a bit but not knowing what I'm supposed to do. And also it was getting late and my mom wanted us to go home lol.
After that it disappeared without a trace and I was never able to buy it or find it again.
In the following years I tried looking for it on the internet a few times, but the name was so generic that nothing turned up. I had no idea they actually released the game, and to a foreign audience at that!
Thanks UA-cam man, you've solved one of the mysteries from my childhood.
30 euros for this is crazy. Thank you for sacrificing some shekels on our behalf.
