Some time your excell not show the page, worksheet. If you press left mouse button on top of sheet tab and click of view code then the worksheet sheet can select to type 'Target'

I have applied this conditional formatting and it worked. When the same file I shared via email or any other mode the conditional formatting was not visible
How can this be stored so whne the file shared to someone else, the conditional formatting is in place

If you save your file as MACRO ENABLED WORKBOOK, you can save the process.
To do this go to File then Save as and in the pop up menu where you specify the location of you file in bottom of the pop up menu in Save as type choose "Excel Macro-Enabled Workbook"
Now every time you open the file if you active SECURITY WARNING ( apear in top of formula bar in yellow bar) all thing will work
