Skarr was from a show called Evil Con Carne, which Billy and Mandy's creator also made. During the first season, Billy and Mandy was originally called "Grim & Evil" and was paired together with Evil Con Carne in three part segments. Eventually the two shows were separated and Evil Con Carne was canceled.

The reason it was canceled was due to Maxwell Atoms feeling a lot of pressure doing two shows at the same time. And since "Billy & Mandy" proved to be more popular, he decided to stick with that.
He decided to keep Skar in "Billy & Mandy" as he preferred Skar as his favorite character he created in Evil Con Carne.

General Skarr is just like the human version of Squidward and relatable toward his actions against stupid neighbors. And Billy chasing after that car was a parody of the t 1000 of Terminator 2.
Yes both Billy and Harold are voiced by the same person Richard Stevens Hortiz who also voices Invader Zim.

Fun fact: General Scar actually appeared in a side series called Evil Con Carne. Back in the early days, Billy and Mandy and Evil Con Carne used to be one show together called "Grim & Evil" where the first two segments were Billy & Mandy episodes and the third segment was an Evil Con Carne episode. At one point, they decided to split the two shows apart. Billy and Mandy would go on to have many more seasons while Evil Con Carne pretty much fell off quick. However, the producers liked Scar's character so much, they brought him back as a major reoccuring character in Billy & Mandy lol
Fun Fact: The old creepy dude in “Skarred For Life” is played by the same va for Mung Daal from Chowder.

It's very nice of the Grim Reaper to make the fish grow big. Also Mr. Skarr made a big mistake for stealing the Grim Reaper's weapon. And Lord Pain is a very good character. Also the Grim Reaper is very cute as little child. And the Grim Eeaper's dog is very cool.

Grim Adventures of Billy and Mandy season 1 was originally a part of Grim and Evil, two separate shows in same Universe (like Dexters Lab and Justice Friends). Two segments of Grim and one segments of Evil in episodes until Grim proved overwhelmingly popular so Evil was cancelled and the show renamed Grim Adventures of Billy and Mandy and by season 2 episodes of Grim got longer two segments (and sometimes one 30 minutes whole) per episode. Characters from Evil sometimes make an appearance and General Skaar was the second in command to Evil's main guy the leader of the Evil army Hector who based on the island you saw Mandy buy one Chicken Ball Z numerous times tried to take over the world. His og body was destroyed in an explosion so his brain was inserted on a dog (Hector I mean, not Skaar, Hector won't return). General Skaar will be a reoccurring character from now on on Grim Adventures of Billy and Mandy.

Yes, Scarr will become a recurring character and honestly one of the best ones, he has some great episodes as the show goes on. Also, I genuinely think this show might be too fast paced for people that go into it blind lol. So many gags are thrown at the viewer in just a few seconds and all of them are funny, you guys are definitely gonna miss some great material because every episode from this point onward is going to be packed with weird non-sequiters and great dialogue humor.
