    It's difficult to wrap your mind around how big this structure is. The first image of the gates gives some impression of the size of the spillway. I have to call out anyone that says the American worker has lost his/her edge. It's hot enough in Oroville during the summer months. But working on that slope with unrelenting heat and humidity(due to dust mitigation) can kill. Even at night that bedrock puts off heat from the Sun beating down from 7 am to 7 pm. Kudos to all of the hard working people just " doing their job"

      100 degree days there are routine. That's why they work two 10 hour shifts through the night and leave the worksite idle during the 4 hottest hours of the day. Add water and it gets pretty steamy.

      Try putting up hay in southern Iowa when the heat index is 112 degrees and you have to throw a 60-70 lb bale over your head onto a hay wagon. Add a little hay fever to really make things miserable. These guys aren't doing anything a farmers son didn't have to do in the fifties and sixties and they are being paid well to do it. A little sweat never hurt anyone.
      My big question is, "why did this happen in the first place?" Somebody really dropped the ball here and now they are rebuilding the levee down by Yuba City that was new in 2000 or so. Sounds to me like the PTB are asleep at the wheel in Calf. Too much wackey tabackey?

      Yes, 100 F here is routine. In the shade! On that hillside it is brutal by 10 am.

(In other words, about 98% of UA-camrs, even many highly successful ones, just use a camera-mounted microphone with the usual inferior results.)

      My brother and I are going to be in your neck of the woods in a couple weeks. Going to do three weeks in the Sierra starting at Yosemite and winding up at Sequoia. Have been planning for almost two years. We have been backpacking for over 30 years and this trip will be the high point!!

    Thank you very much, Juan, for the links to the memos. I am a community observer on our bridge projects locally here in New Jersey. We find many of the same concerns and problems you are identifying in this project, of course, on a much, much smaller scale. Generally, the people closest to the work have the right priorities. As one gets higher up the bureaucracy, that can change.

    I wish to express appreciation of Juan Browne's communication skills. His objectiveness, and sense of where clarification is wanting, deserve repeated recognition, as many commenters have recognized. Thanks, Juan.
    I spent the early Seventies in CE and engineering geology grad school, where I learned how much empiricism, pragmatism, is involved in all engineering disciplines. At that time, as I participated in the preliminary investigations for the Auburn Dam project, the design standards for the young Oroville Dam were already out of date. That's the profound legacy of the nation's infrastructure. Construction engineering is an evolving, empirical discipline. It's facile to be Monday morning quarterbacks.
    Let's have patience as this generation of construction engineers uses the unintended mistakes of earlier generations to upgrade their state of discipline. What we're seeing in this Oroville spillway repair project is not as practiced as many sideline critics expect. Fortunately, CA is a top civil engineering environment, with technical resources that at least equal any in the world...and it's share of critics. We're seeing the most scrutinized dam spillway construction in world history. DWR is fully aware of that distinction. This will be an industry-wide tutorial throughout the world for years to come.
    Analogy: We're watching a space shuttle being built to replace an ox cart. Realize that when the Oroville Dam construction began, our tech and engineering world was comparatively stone age.
    At the time of dam's 1968 completion, plate tectonics was a neonatal concept in the earth sciences. In the following decade, the general ramifications of CA's plate boundary collision zone, the San Andreas Fault, began to condemn further siting and construction of nuclear power plants in CA, and such issues didn't support follow-through of the Auburn Dam project. Oroville isn't as highly threatened as many alternative sites in our earthquake country.

    Juan, thank you for your excellent coverage of this event. We in East Tennessee get little information on the progress of the repairs because most coverage has ceased since the initial failure. If not for you, most people outside of California would be completely in the dark. Thank you again for your intelligent and yet down-to-earth explanations that illuminate the failures of the big media.

    When you see photos of the spillway from a distance, it really looks flat and two dimensional, but the drone footage from up close gives a great view of how steep the slope is and how immense the size of the spillway is. It's going to take a while for the concrete pump truck to place that much concrete over the phase one part of the project.

      remember too the pump truck is just 'leveling' concrete, not RCC.

    Thank you, Juan, for your continued excellent reporting. I'm in the UK and have been following this incident/project/saga via your factual and knowledgeable UA-cam videos.
    You rightly point out the ignorance of many local news reporters. The reason might be that they seek sensational news, but I suspect a bigger reason is that they are probably covering a large number of stories so their coverage ends up being superficial, especially on complex subjects.
    You are demonstrating the value of well-informed citizen journalism. Keep up the good work!

    What an amazingly HUGE project, and amazingly AWESOME coverage by JB. That sense of overwhelmingness of the whole enormity of the project is similar to how I felt walking into my old house last week to empty it for sale. Didn't think it could be done in 5 days, but, with a lot of prayer and busting butt work, it did. Miracles do happen. Thanks again Juan!!

    Kiewit is a good contractor they've done alot of work here in Alaska too. The key is your team's ability to communicate with the client and adapt on the fly. Regarding what you mentioned about changes - In most cases, changes are minor enough that a full review and submittal process isn't necessary. Those just have to be reflected in the final asbuilt drawings to the client. But when there are changes due to unforeseen existing conditions you can step into territory where it can affect the schedule. On a project such as this, there are so many people involved with design review and determining the existing conditions, beforehand, that those kinds of issues can usually be caught early on in the design phase.

    Thanks for all your time and effort on this one. Up to this point I was thinking they actually had things under control. Now I'm not sure at all. I just can't see that middle section holding up to the forces an average spillway creates and that concern is now compounded by the news that they may have to create a new quarry to get consistent aggregate into the plunge pool buildups.

    The recent work on the head gates is a result of "all this talk of nothing being done." 2017 repair work was never addressed previously.

    You look at some of the incredible civil engineering projects from the 40's, 50's, and 60's. And you think with all of todays politics, rules, government regulations, and cost there would be no way to accomplish those feats today. But the rebuilding of this spillway is proof that we can still do it when we have too! Thanks again for your coverage of this! Well, don't want to jinx anything! It is not finished yet! But, it looks like they are doing one heck of a job!

    Also, I believe the reason for two GPS antennas is to independently set the height of each end of the blade to insure it remains level, regardless of the attitude of the dozer...

    Looks like the shoefly was either going be in the way of the secant wall or the spillway rebuild. It would be in the way of the new line construction if they ran the shoefly parallel to the planed path. As far as the aggregate for the RCC, the rock stockpile probably has more fines than expected, which would require more screening. Alternatively, there could be too much oversize rock. Either way it's the same outcome. There is plenty of material, it's just taking more bank yards than expected to meet production goals for end products.

    once again that's some outstanding work you done to put these reports together. i dont even live in California and i appreciate your efforts and time. if some news agency doesn't pick you up it defiantly their loss.
    the drone footage shows that they have made huge bounds towards filling the large plunge pool. i was floored by the progression. im am skeptical of them reaching their goal on time but i don't think they will miss it by much.
    loved the footage of the dog dashing through the living room. too funny.

    I'm surprised they don't have more lights on the site, here in Alaska i manage several of those concrete boom pump trucks and i personally modded extra high output LED flood lights on them, several mounted on the last tip boom alone aimed down to the output hose.

    Ok, read the two memo's. Quest. 1, memo 9 refers to the RCC level at the upper end of the chute being "near the level of the BASE of the structural concrete slab. Also speaks of "transitions (as in ramps) @ both ends of the temp. RCC section. Memo 10 clearly states a 3' vertical drop between the permanent structural slab and the temp. RCC level at the upper end of the chute, with other anchor details, and a "tapered" concrete transition wall at the bottom. So, the spillway WILL NOT be a consistent finished level from top to bottom for the 2017/18 season. The temporary RCC section will be lower with transitions (and maybe aerators) at one or both ends. . The "training walls" are still mostly a "puzzle" without detail drawings other than height dimension and the thickness of the shotcrete that will be sprayed on. Suppose these will be completely demolished after the wet season?? Question: How do they "stack" RCC 15' high in the shape of a wall?? How thick will these RCC walls be??

    I too have watched your videos since the beginning, and as Steve said your professionalism in reporting is a breath of fresh air. However, I as a would be pilot have a short flying story. Back in the early 60's a friend of mine bought a 1947 Commonwealth 85. It's clame to fame was leading edge slots, which made the aircraft almost impasable to stall. working for Sikorsky at the time, we'd take some of the Hot shot Navy pilots out and have them fly the plane. Probably is biggest fault was it lack of power as the ROC indicator was in Furlongs per furnight.

    With the need to remove the damage caused by the unauthorized blasting, the arbitrary Nov. 1 deadline is looking shaky at best. But with the lake level being projected to be around 700', I don't see a problem finishing phase one going past that date.

    I comment with complete certainty that this animal is a Chussel Dog. He is almost identical to our dog, but I let him grow out his fur which gives him a mane and mohawk. Dobby (our animal) is lightening quick, and we have no problems with rodents on our property. An added plus. I live in Chicagoland, and love California and appreciate these informative videos. I like it when people treat the public like we have brains.

    Great reporting you are doing!!!
    It may be helpful if you would check into the type of antennas on the bulldozers... They may be using DGPS (Differential GPS) which incorporates a ground based signal to improve elevation accuracy over satellite only signals... Just a thought.

    Notice @ 1:37 the Carpenter measuring against the form. A string is set equal distant from the form face at 2 corners, then the form is adjusted at each brace to give a straight line, or straight as it needs to be. Hopefully someone pointed that out to the lady whose initials are M K. The 'Sta-Form' is a great way to form below grade and never seen again. Also appears this photo, in the background, deep Sta-form with Trench Shores to hold against concrete poured evenly up both sides. The epoxy coated rebar is also tied with epoxy coated tie wire, different color. Also notice in other photos the 'waterstop' between each pour horizontally below finish grade, it is rubber and 'welded' into a continuous water seal at the cold joints.

    Thank you so much for the wealth of information that we can't seem to get from DWR directly. I can't imagine where you get all of the time to dig out this information.
    The facts you revealed are disconcerting:
    1. The plunge pool will be filled just with RCC and I question the ability of RCC to endure 100K CFS spillway flow. I hope they never have to release 100k CFS. Dropping lake level down to 700 reduces the risk and buys more time.
    2. They don't have enough RCC aggregate to fill the plunge pool. From the aerial videos it looks like the pile of RCC aggregate is smaller than the plunge pool.
    3. They are just 10% done with laying the RCC and there are less than 90 days until Nov 1. What are the odds that there will be a usable spillway by Nov 1?

    I fly more than 100,000 miles each year, could only hope all pilots are at your level of common sense and resourcefulness. I assume those are important characteristics for a pilot and which you demonstrate through your videos. Thanks and I look forward to your next videos.

    Aha! As I have suspected. In Memo 10, it seems that they don't have enough aggregate and cannot produce enough RCC fast enough so they will be adding another plant. Are you able to see this second plant from the air?
    Because of higher than anticipated waste from the processing of excavated onsite
    material for coarse and fine RCC aggregates, the production rates of these materials
    was determined to be insufficient to meet required RCC production rates. The
    Contractor is therefore mobilizing a second onsite plant to manufacture RCC
    aggregates. The Contractor also noted that the available stockpiled material may not be
    adequate to provide the needed quantity of RCC aggregate, and that there may be a
    need to identify alternate sources of rock to process to manufacture RCC aggregate.
