Buy yourself a container of "Goo Gone" or "Goof Off." Or, simply use some VM&P naptha. Kerosene or diesel will also work and not harm paint. With tar that thick that's been on long enough to harden, it will take more than one application of any type of remover to get it off.

A little heat will also help with tar removal. Heat gun, or a hair dryer...for tough spots.

Nothing looks more sharper than John Deere green.
Plain old kerosene will remove road tar.
It's pricey but top coat F11 after its applied tar bugs sap dustvor anything else will wipe right off with a wet microfiber towel
You can buy a cheaper version at auto parts stores but I don't know how they work I have used F11 and its amazing
