Strat is as follows:
Crouch, turn 90 degrees clockwise (aim Raiden to the right), uncrouch and do 3 single punches (no combo), crouch again and don't move.
Let Fortune destroy the forklift and shoot you, once she knocks you over she'll start shooting the light fixtures in the back of the room.
Get up and go stand near the big box to your right, as seen in the video.
As soon as she's about to shoot the last light fixture (the one to the right of the room, over the big box) vault over the fire as shown and crouch behind the small box that is between you and Fortune (the one directly in front of her, to her right).
Wait for her to shoot the box you're crouching behind and vault over the fire and behind the pile of boxes to the right side of the room. She will now shoot 6 times before the elevator cutscene triggers as long as you keep moving. Bait her shots into the boxes.
OPTIONAL: You can try to bait her last shot before the cutscene into the barrel to the right side of the room. If she misses it shouldn't lose you any time. You can lose time, however, if you move over to where the barrel is way too quickly, causing her to shoot an extra shot before the cutscene.
Once the elevator cutscene is over move over to the orange barrel to your right, press Raiden's body into it and crouch. Constantly trying to move Raiden into the wall might be beneficial. You want her to shoot the barrel, if she misses try readjusting a bit. Letting go of the analog stick and pressing yourself against the barrel once again can help. If you had already made her blow up this barrel before the cutscene, then move over to the barrel on the left side of the room instead.
Once she blows up the barrel to the right, do the same on the left side of the room. Once done with this move over to the middle of the room right in front of her and dodge her shots by crouching until the fight ends.
The timing to answer the codec is soon after the third thud that can be heard in quick succession. Make sure not too answer too early to avoid losing time.
