If the amp meter reads 9 are my 8v batteries fully charged? Would be nice if you included where the needle should read when batteries are low and when they are fully charged.
I have one of these things. Over time, the cart will draw the current from the charger, and as the batteries recharge, you will notice the needle on the DC Amperes gauge slowly dropping towards 0. Basically once it reaches 0 amps, the batteries are pretty much charged up.
how do I know if it is charged? The amps go to zero? Is there a time limit? I am borrowing a friends cart and the batteries seem to have a lot of battery acid around them and on the floor
Sounds like the batteries need maintenance and/or replaced in worst case scenario. Yes, if the charger starts out as he shows it, and over time, the needle slowly drops to 0, then batteries are charging. There is no real time limit to this; it all depends on how much the batteries need charging.

What year is this model? I have the same one except my charging port is different.
Spray plug and connector with a shot of WD40 and it goes into the receptacle much easier.
