So if its really a 16k gvw trailer but listed as 17.6k with tongue weight added, would it still be registered as 16k?

Negative.. The Manufacturers Certificate of Origin shows 17600# along with all the Vin tags. Can have it "de-rated" to show 16000#. Helps some people, hurts others.

Well for the 14k it definitely hurts for people staying under CDL weight.
