The WMS is the not the fastest (WMS Tiled is faster) and there are paid services.

Is it possible for MapInfo Pro to create a connection to a koop service?
Yes - but you need the right plugin for it to support OGC WMS/WFS. See the list of plugins here: koopjs.github.io/docs/available-plugins/outputs Quite straightforward in fact although I note those output plugins are at Experimental stage so might be hit and miss in terms of how well they perform. Worth a shot though. You could also look at ingesting JSON....but thats another story.
is it possible to overlay bing map in mapinfo?
It is but that is an extra cost - you have to have the license for that unfortunately. If MapInfo is licensed fully for Bing, then you will see Aerial, Roads and Hybrid Icons activated under "Open->Base Maps"
