Japan and South Korea have a complicated history. Japan conquered Korea and had it under its control for 50 years before WW2. Now, relations are significantly better, but there are lingering feelings because Imperial Japan wasn't very nice to put it gently and there are certain political groups in Japan who try to downplay that history. The movie as a whole plays into that symbolism with the female ghost being a Korean protective spirit against the foreign Japanese man and you have the shaman being the sellout of his community.

One of the many South Korean films that are FANTASTIC
"Joint Security Area" is another older one I'll always remember.
