I'd say the Carp-Head Race is the "weirdest", since it's the most dramatically different in terms of gameplay, while still being a "boss", as opposed to the Sphinx.
Water Blast is apparently "Steam Explosion" in the Japanese version, so presumably it's hot steam or something. Always wondered why it was a non elemental move.

U, but three of them (strangely involving Ludwig, who had more individuality in World, as you pointed out) reused their magic wands from 3, and that's kind of unimpressive. Part of the problem is that in the basic Mario games, Mario doesn't have a lot of flexibility. He loses his powers if hit once and then he is limited to....jumping on things. And its sometimes mightily brave of him to try once he's down to tiny Mario. So, you have to be fair to THAT....somehow.

(slide section in icy world, lava pits in lava world etc) from a devs perspective, I suppose an inner level could easily be one of those levels where many of the other world's gimmicks can appear simultaneously while not having to justify it by simply stating "hey, you're inside a monster, it's weird we know, just roll with it" at least, that would be my take on why these levels exist.
